H-o-llister <br />City Manager <br />RESOLUTION APPROVING PROGRAM SUPPLEMENT AGREEMENT NO. 015-N TO <br />ADMINISTERING AGENCY-STATE AGREEMENT NO. 04-5041R TO ACCEPT FEDERAL <br />FUNDS FOR THE SAN LEANDRO STREET REHABILITATION PROJECT, PROJECT NO. <br />144-38-296, FEDERAL-AID PROJECT NO. ESPL-5041 (033). <br />This project will utilize American Recovery and Reinvestment Act of 2009 (ARRA) funding to <br />reconstruct the pavement on Aladdin Avenue from I-880 to Alvarado Street and remove and <br />replace the top four inches of asphalt concrete (AC) on Washington Avenue from Caliente Drive <br />to Anza Way. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends approval of a resolution authorizing the City Manager to execute the Program <br />Supplement Agreement that accepts federal funding and obligates the City to complete the <br />project. <br />BACKGROUND <br />In February 2009, the United States Congress passed the American Recovery and Reinvestment <br />Act of 2009. The purpose of the ARRA is to provide a stimulus to the U.S. economy through <br />federal tax cuts, expansion of unemployment benefits, and spending in education, health care, <br />and infrastructure amongst others. <br />The ARRA provides approximately $48 billion for transportation nationally, $2.57 billion of <br />which was allocated to California. The State of California Department of Transportation <br />(Caltrans) is in charge of expediting this program, distributing funding to local agencies for <br />eligible projects, and ensuring that the money is properly spent. <br />Analysis <br />
