Memorandum of Understanding Regarding <br />The Child Care Facility in The Alameda at San Leandro Crossings Between and <br />Among <br />BRIDGE Housing Corporation, Davis Street Family Resource Center, Alameda <br />County General Services Agency -Child Care Program, and 4C's of Alameda <br />County, and the City of San Leandro ("Parties") <br />Dated September 1, 2009 <br />Background: <br />Due to the significant need for childcare in downtown San Leandro, the Parties agree to <br />pursue creation of a childcare center serving approximately 45 to 60 children located on <br />the ground floor of The Alameda at San Leandro Crossings, a 100-unit low-income <br />family apartment building to be developed by BRIDGE Housing Corporation. <br />Operations for a childcare facility are expected to start concurrently with the opening of <br />the residential building. The facility will affer all subsidized or a mix of subsidized and <br />market-rate slots for children ages 2 %2 to 5. <br />Responsibilities of Parties: <br />BRIDGE Housing Corporation will: <br />• Take the lead role to develop an initial design concept for the childcare center. <br />• Construct an approximately 5,400 gross square foot warm shell with unfinished <br />concrete floors, stubbed out plumbing and electrical, fire sprinkler, fire alarm, and <br />security system as well as approximately 3,400 square foot outdoor play area with <br />rubberized mat and six surface parking spaces. <br />• Assist in fundraising, assist City and DSFRC to prepare funding applications for <br />tenant improvements as needed, and coordinate with DSFRC during build-out of <br />tenant improvements. <br />Provide a $1 per year ten year lease with two five year extensions for a possible <br />total of twenty years. <br />Davis Street Family Resource Center will: <br />• Provide ongoing feedback to BRIDGE on the design <br />• Coordinate with City to fundraise and prepare funding applications for tenant <br />improvements. <br />• Engage a staff person or third party consultant to develop a child care program, <br />manage all governmental permitting processes, and oversee design and <br />construction of tenant improvements and installation of furnishings. <br />• Lead the Parties' efforts to secure funding for fixtures and ongoing operations. <br />• Commit to operate the facility for a term no less than 10 years. <br />
