CITY OF SAN LEANDRO
STAFF REPORT
DATE: February 1, 2010
TO: Stephen L. Hollister, City Manager
FROM: Luke Sims, Community Development Director~„~„
BY: Kathleen Livermore, Planning Manager ~/
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
Stephen L. Hollister
City Manager
RESOLUTION AMENDING SECTIONS 15.1.100 AND 21.1.100 OF THE CITY OF SAN
LEANDRO ADMINISTRATIVE CODE TO AMEND THE REGULAR MEETING
SCHEDULE OF THE BOARD OF ZONING ADJUSTMENTS AND THE PLANNING
COMMISSION
SUMMARY AND RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution to reduce the number of
regular meetings of the Board of Zoning Adjustments and the Planning Commission from twice
a month to once a month, such that the BZA shall meet on the first Thursday of each month and
the Planning Commission shall meet on the third Thursday of each month.
BACKGROUND
On March 24, 2009, the City Council Rules and Communications Committee discussed the
possible merger of the Planning Commission and Board of Zoning Adjustments. It was noted
that any such decision would need to be phased. Council members directed staff to schedule
discussions with the Planning Commission and Board of Zoning Adjustments regarding the
proposed merger.
On April 23, 2009 staff presented the possible merger to the Planning Commission for their
consideration. There was a lengthy discussion by the Planning Commissioners detailing their
concerns about a merger. One of the suggestions was to hold one Planning Commission meeting
a month and one Board of Zoning Adjustments meeting a month.
On May 7, 2009, staff presented the possible merger to the Board of Zoning Adjustments for
their consideration. There was again a lengthy discussion, this time by the Board of Zoning
Adjustments, concerning a potential merger. Again, one of the suggestions was to hold one
Planning Commission and one Board of Zoning Adjustments meeting per month. The Board of
Zoning Adjustments concurred with the Planning Commission opinion that having two bodies
allowed for more citizen involvement in policy development. Having one meeting each month
by each body would minimize impacts on staffing and the community.
