Cooke, Principal Engir <br />Engineering and Transportation <br />Y <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br />RESOLUTION APPROVING THE FINAL SUBDIVISION MAP, ACCEPTANCE OF <br />PUBLIC UTILITY EASEMENTS, PUBLIC ACCESS EASEMENT, PUBLIC RIGHT OF <br />WAY, AND SUBDIVISION IMPROVEMENT AGREEMENT FOR TRACT 8010 SAN <br />LEANDRO CROSSINGS WEST PHASE I, AT 1333 MARTINEZ STREET; ASSESSOR'S <br />PARCEL NO. 075-0047-002, 075-0047-003-02, AND 075-0047-007 OWNER: CHANG <br />INCOME PROPERTY PARTNERSHIP, LP, DEVELOPER: WESTLAKE DEVELOPMENT <br />PARTNERS, LLC. <br />SUMMARY AND RECOMMENDATION <br />Westlake Development Partners, LLC has submitted the Final Map and Subdivision <br />Improvement Agreement for Tract 8010 San Leandro Crossings West Phase I for approval. <br />Staff recommends adoption of a resolution approving the Final Map and accepting the Public <br />Utility Easement, Public Access Easement, Public Right of Way, and associated Subdivision <br />Improvement Agreement for Tract 8010 San Leandro Crossings West Phase I. <br />BACKGROUND <br />The subject property is located at 1333 Martinez Street, between West Estudillo Avenue and <br />Thornton Street, near the San Leandro Downtown BART station. The site is approximately 5.29 <br />acres and is currently vacant. A Vesting Tentative Map to create a total of four lots has been <br />approved. Lot One has been approved for 400 residential condominiums, Lot Two has been <br />approved fora 100-unit low income housing development, and Lot Three has been approved for <br />a parking structure for use by BART patrons. There is no approved project for Lot Four. <br />The Vesting Tentative Map and the Final Map are proposed over 5.22 acres of land that is owned <br />by the Chang Income Property Partnership and 0.07 acres (approximately 3,215 square feet) that <br />
