Hollister <br />City Manager <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A GRANT OF <br />EASEMENT TO LIVERMORE AMADOR VALLEY WATER MANAGEMENT AGENCY, A <br />JOINT POWERS AGENCY, DBA LAVWMA, FOR A PORTION OF TWO PARCELS AT <br />APN 080G-0910-002-14 AND APN 080G-1406-031 LOCATED AT SAN LEANDRO BAY <br />TRAIL AND A TEMPORARY PERMIT TO ENTER AND USE PROPERTY AGREEMENT <br />AT APN 080G-0910-002-14, APN 080G-1409-138, APN 080G-0910-002-24 AND APN 080G- <br />1406-031 FOR LIVERMORE AMADOR VALLEY WATER MANAGEMENT AGENCY'S <br />SEWER PIPELINE REPLACEMENT PROJECT. <br />SUMMARY AND RECOMMENDATION <br />Staff recommends authorizing the City Manager to execute a Grant of Easement agreement <br />substantially in the form attached and a Temporary Permit to Enter and Use Property agreement <br />with Livermore Amador Valley Water Management Agency (LAVWMA), permitting the <br />construction and maintenance of a sanitary sewer pipeline on City of San Leandro property. <br />BACKGROUND <br />The LAVWMA serves the cities of Livermore, Pleasanton and Dublin by transporting treated <br />wastewater to the East Bay Discharger's Authority (EBDA) pipeline near the San Leandro <br />Marina. The original installation was completed in 1979 and was reconstructed in 2002, with the <br />exception of the western end of the line. LAVWMA contributed $935,000 toward landscape <br />median improvements along Lewelling Boulevard between Wicks Boulevard and Washington <br />Avenue as a condition of the reconstruction project. This action will allow for the completion of <br />the western terminus of the project. <br />
