Hollister <br />City Manager <br />RESOLUTION ACCEPTING WORK OF THE I-880/WASHINGTON AVENUE <br />INTERCHANGE IMPROVEMENTS PROJECT, ACTIA PROJECT NO. 11, PROJECT NO. <br />08-144-39-007, AND THE WASHINGTON AVENUE OVERLAY PROJECT, PROJECT NO. <br />08-150-38-274, FEDERAL AID PROJECT STPL-5041(028). <br />SUMMARY AND RECOMMENDATION <br />Staff recommends acceptance of the work, filing of the Notice of Completion, and authorizing <br />the City Manager to release the maintenance bonds for the subject projects upon successful <br />completion of the one-year maintenance period. <br />BACKGROUND <br />On February 2, 2009, by Resolution 2009-008, the City Council awarded a construction contract <br />for the combined projects to Bay Cities Paving and Grading. Construction is complete and is in <br />compliance with the contract documents. This project included a combination of two projects: 1) <br />the I-880/Washington Avenue Interchange Improvements project, which is funded by the <br />Alameda County Transportation Improvement Authority (ACTIA) Measure B '/z cent sales tax <br />and; 2) the Washington Avenue Overlay Improvements project, which is federally funded with <br />Surface Transportation Program/Congestion Mitigation and Air Quality (STP/CMAQ) grant <br />funds. <br />The ACTIA improvements addressed traffic congestion in the area of Washington Avenue, <br />Fargo Avenue and Beatrice Street and improved access on the on-ramp to I-880. These <br />improvements included: <br />• Addition of a second left turn lane from east bound Washington Avenue to Beatrice <br />Street <br />
