CITY OF SAN LEANDRO
STAFF REPORT
DATE: June 21, 2010
TO: Stephen L. Hollister, City
FROM: Uche Udemezue, Director
Engineering & Transports
BY: Keith R. Cooke, Principal
Engineering & Transports
SUBJECT PROJECT/PROJECT DESCRIPTION:
APPROVED AND
FORWARDED
TO CITY COUNCIL
,~~~~
Stephen L. Hollister
City Manager

MATTER OF AUTHORIZATION TO ENTER INTO THE PROPOSED ALAMEDA
COUNTY TRANSPORTATION COMMISSION (ACTC) JOINT POWERS AGREEMENT
(JPA) AND APPROVAL OF AMENDMENTS TO THE ALAMEDA COUNTY
CONGESTION MANAGEMENT AGENCY (CMA) AGREEMENT FOR CMA BOARD
REPRESENTATION
RECOMMENDATION
It is recommended that the City Council adopt a resolution authorizing the Mayor to execute the
necessary agreements to enter the City of San Leandro into the Joint Powers Agreement creating
the Alameda County Transportation Commission (ACTC), approve amendments to the Joint
Powers Agreement (JPA) for the Alameda County Congestion Management Agency (CMA) for
CMA Board representation, and appoint two members of the Council to serve as Representative
and Alternate members to the new ACTC Board
SUMMARY
Staff recommends approval of the JPA creating the ACTC and the necessary amendments to the
existing CMA JPA for Board representation. The CMA and the Alameda County Transportation
Improvement Authority (ACTIA) have embarked on a number of new initiatives to more cost-
effectively plan and deliver transportation programs and increase transportation funding in
Alameda County. The first initiative proposes a merger of the two agencies into one known as
the Alameda County Transportation Commission (ACTC). While both organizations function
well as separate entities, the respective Boards believe that the proposed combined agency will
provide a more efficient and cost-effective platform over the long term to the residents of
Alameda County upon which to plan and deliver transportation programs and capital projects.
