Hollister <br />City Manager <br /> <br />MATTER OF AUTHORIZATION TO ENTER INTO THE PROPOSED ALAMEDA <br />COUNTY TRANSPORTATION COMMISSION (ACTC) JOINT POWERS AGREEMENT <br />(JPA) AND APPROVAL OF AMENDMENTS TO THE ALAMEDA COUNTY <br />CONGESTION MANAGEMENT AGENCY (CMA) AGREEMENT FOR CMA BOARD <br />REPRESENTATION <br />RECOMMENDATION <br />It is recommended that the City Council adopt a resolution authorizing the Mayor to execute the <br />necessary agreements to enter the City of San Leandro into the Joint Powers Agreement creating <br />the Alameda County Transportation Commission (ACTC), approve amendments to the Joint <br />Powers Agreement (JPA) for the Alameda County Congestion Management Agency (CMA) for <br />CMA Board representation, and appoint two members of the Council to serve as Representative <br />and Alternate members to the new ACTC Board <br />SUMMARY <br />Staff recommends approval of the JPA creating the ACTC and the necessary amendments to the <br />existing CMA JPA for Board representation. The CMA and the Alameda County Transportation <br />Improvement Authority (ACTIA) have embarked on a number of new initiatives to more cost- <br />effectively plan and deliver transportation programs and increase transportation funding in <br />Alameda County. The first initiative proposes a merger of the two agencies into one known as <br />the Alameda County Transportation Commission (ACTC). While both organizations function <br />well as separate entities, the respective Boards believe that the proposed combined agency will <br />provide a more efficient and cost-effective platform over the long term to the residents of <br />Alameda County upon which to plan and deliver transportation programs and capital projects. <br />
