CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: November 15, 2010 <br />TO: Stephen Hollister, City Manager <br />M4-- <br />FROM: Carolyn Knudtson Director <br />Recreation and Human Services <br />SUBJECT PROJECT /PROJECT DESCRIPTION: <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />Stephen Hollister <br />City Manager <br />RESOLUTION ADDING §7.1.205(M) TO TITLE 7, CHAPTER 1 OF THE SAN LEANDRO <br />ADMINISTRATIVE CODE RELATING TO THE PROPER USE OF TENNIS COURTS AT <br />PUBLIC PARKS AND RECREATIONAL FACILITIES <br />SUMMARY AND RECOMMENDATION <br />Staff recommends the adoption of a resolution to add to the existing regulations for the use of <br />public parks and recreational facilities a regulation for restricting the use of tennis courts to <br />tennis only. The new §7.1.205(m) of the San Leandro Administrative Code shall state that no <br />person shall "use tennis courts except for their intended purpose," and the new signs shall read: <br />Tennis Courts are restricted to tennis only. Persons using tennis courts unrelated to <br />tennis, or found destroying or misusing public property upon or within the tennis <br />courts maybe cited. (SLMC Section 4 -27 -110) <br />BACKGROUND <br />Both the Recreation and Human Services Department and the Police Department have received <br />phone calls and email complaints regarding soccer being played on the tennis courts at <br />Washington Manor Park and Pacific Sports Park. Although occasional phone calls have been <br />received in the past, the most current information has also included complaints that the soccer <br />players refuse to leave when asked politely and also come on to the courts when they are in use <br />by tennis players. <br />Another concern is the wear and tear on the surface of the courts and damage to the nets caused <br />by soccer, and potentially other sports that are not appropriate for the costly, high maintenance <br />surface and nets on a tennis court. Currently there are "Tennis Only" signs posted, but there is <br />not a regulation for enforcement. <br />After discussion with the Public Works Department and the Police Department, the City <br />Attorney proposed a regulation to restrict the use of tennis courts to their intended purpose and <br />
