INC. (AME) RELATED TO THE ESTUDILLO CALLAN <br /> 2008 PARKING GARAGE PROJECT, PROJECT NO. 08- 962 -86 -067. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends approval of a consulting services agreement with Applied Materials & <br /> Engineering (AME) in the amount of S111,121 to provide special inspection services through the <br /> construction phase of the subject project. <br /> BACKGROUND <br /> The existing 2 -level parking garage was constructed in 1973. Since then, concerns with the <br /> existing structure developed, including: 1) the insufficient number of parking spaces; 2) traffic <br /> circulation within the structure and entry /exit onto both Estudillo Avenue and Callan Avenue; 3) <br /> Americans with Disabilities Act (ADA) accessibility; 4) security; and 5) the structure's ability to <br /> withstand a significant seismic event. <br /> In 2008, Walker Parking Consultants was retained to design a replacement parking structure to <br /> address all of the deficiencies noted. The design included: 1) a 4- or 5 -story parking structure; <br /> 2) exterior colors and materials to complement the architecture of the Main Library; and 3) a <br /> 2,000 - square foot office space for the Chamber of Commerce fronting Estudillo Avenue. The <br /> building is Leadership in Energy and Environmental Design (LEED) registered and a Silver <br /> certification level appears achievable. In addition to the structure, the Plaza Del Oro will be <br /> upgraded to match the improvements recently completed on the west side of East 14' Street. <br /> The City Council approved the project plans and awarded construction of a 4-story parking <br /> structure to Webcor Construction. The new structure will provide 395 parking spaces and will <br /> be an open structure to promote security and provide an inviting image to users. <br />
