E., City Engineer <br /> Engineering and Transportation Department <br /> SUI3JECT PROJECT /PROJECT DESCRIPTION: <br /> RESOLUTION ACCEPTING THE WORK FOR SPRINGLAKE DRIVE ROAD <br /> REHABILITATION PROJECT, PROJECT NO. 09- 150 -38 -318. <br /> SUMMARY AND RECOMMENDATION <br /> Staff recommends acceptance of the work, filing of the Notice of' Completion, and upon <br /> completion to the satisfaction of the City Engineer of the one -year maintenance period, hereby <br /> authorizes the City Manager to release the Maintenance Bond for the subject project. <br /> BACKGROUND <br /> On March 27, 2009, the State of California passed Assembly Bill \3 20 (ABX3 20), which <br /> prescribed how the State's share of the ARRA funds would be distributed for Local Streets and <br /> Roads (LSR) System Preservation projects. The City received $350.000 from the State, known <br /> as the Regional ARRA funding. <br /> The Regional ARRA funds can be used only on arterial roadways that require rehabilitation <br /> within the city and only for construction activities. Staff used the City's Pavement Management <br /> System to identify the arterial streets that meet the rehabilitation requirements. Springlake Drive <br /> from Washington Avenue to the Alameda County Flood Control District (ACFCD) channel was <br /> chosen. It met the selection criteria for rehabilitation using Regional ARRA funds, and the <br /> estimated cost to reconstruct this street segment was comparable to the amount of grant funding <br /> available. <br /> Analysis <br /> Council awarded the construction contract of $291,887.73 to Bay Cities Paving and Grading. <br /> Inc. Work started on May 10, 2010 with the construction of minor concrete items, including 16 <br />
