CITY OF SAN LEANDRO <br /> APPROVED AND <br /> STAFF' REPORT FORWARDED <br /> TO CITY COUNCIL <br /> DATE: March 7, 2011 — /l <br /> tephen Hollister <br /> TO: Stephen Hollister, City Manager <br /> City Manager <br /> VIA: Lianne Marshall, Assistant City Manager <br /> BY: Kathy Omelas, Community Relations Representative <br /> SUBJECT PROJECT /PROJECT DESCRIPTION: <br /> AN ORDINANCE OF THE CITY OF SAN LEANDRO REPEALING SECTION 6 -1- <br /> 430(a)(3) OF THE SAN LEANDRO MUNICIPAL CODE, AND ADOPTING A NEW <br /> SECTION 6- 1- 430(a)(3) PERMITTING THE PARKING OF RECREATIONAL <br /> VEHICLES ON RESIDENTIAL STREETS UPON REQUEST FOR EXEMPTION <br /> SUMMARY AND RECOMMENDATION <br /> It is recommended that Section 6 -1 -430 (a)(3) of the San Leandro Municipal Code be amended <br /> to allow for the parking of recreational vehicles on residential streets upon registration with the <br /> San Leandro Police Department of a request for exemption of existing oversize vehicle parking <br /> regulations. <br /> BACKGROUND <br /> Analysis <br /> In 1982, Section 6 -1 -430 of the San Leandro Municipal Code (SLMC) was amended to allow the <br /> parking of recreational vehicles (RV) on residential streets upon registering such a request with <br /> the San Leandro Police Department. Any individual vehicle was allowed to receive such an <br /> exemption of restrictions to normal oversized vehicle parking for a period of seventy -two (72) <br /> hours three times per year, with an extension of an additional seventy -two hour period. By <br /> practice, the Police Department has been allowing three such exemptions per calendar year. <br /> Residents requested that the City extend those exemptions to allow for more frequent parking of <br /> RVs in front of their homes. Many retired individuals enjoy travel in their RVs monthly or even <br /> more frequently. The current ordinance is too restrictive to allow them to supply their RV for a <br /> trip, and to do maintenance or cleaning after a trip before the vehicle needs to be removed from <br /> their street. <br /> The San Leandro Police Department has the ability to track requests in their automated system, <br /> allowing more flexibility for RV owners. Following discussion of this matter at three City <br /> Council Rules and Communications Committee meetings, it has been recommended that the <br /> ordinance be amended to allow twenty -four (24) such exemption periods per household per year. <br />
