FOR THE ANNUAL OVERLAY /REHABILITATION 2010 -11 PROJECT,
PROJECT NO. 10-149-38-327.
SUMMARY AND RECOMMENDATION
Staff recommends award of the construction contract to the low bidder, Gallagher & Burk, Inc.,
in the amount of $1,009,729.50 for the subject project.
BACKGROUND
City staff conducts periodic pavement condition surveys using our Pavement Maintenance
System to determine the condition of City streets. Based on these surveys and other
considerations, such as: 1) available project funds; 2) proximity to future land development
projects; and 3) other engineering considerations, a list of City streets to reconstruct was
established.
The subject project is for the reconstruction of street segments using a cement stabilized base.
The process involves removing the top layer of asphalt concrete (AC), mixing cement into the
road base to provide a stable foundation, and installing a surface course of AC. This method of
rehabilitation costs significantly less than traditional road reconstruction methods due to reduced
use of imported raw materials and hauling costs.
Analysis
Based on information obtained from the pavement condition survey and discussions between
Engineering and Transportation Department and Public Works Services Street Maintenance
staff, the following street segments were selected for treatment as part of the Annual
Overlay/Rehabilitation 2010 -11 Project:
