O'Leary <br />TITLE: Staff Report on Emergency Medical Services First Responder Advanced Life <br />Support (FRALS) Services Agreement <br />SUMMARY AND RECOMMENDATION <br />Staff recommends that the City Council approve the Emergency Medical Services First <br />Responder Advanced Life Support (FRALS) Services Agreement between the City and the <br />County of Alameda to provide first responder advanced life support staffing on all fire and <br />emergency first responder service calls. The approval is an extension of the last Amendment <br />to Contract that expired on June 30, 2011 and will cover the period July 1, 2011 through <br />October 31, 2016. <br />The Agreement is an affirmation of the services already provided in the City's current contract <br />with Alameda County Fire Department (ACFD) for Fire and Emergency Response Services. <br />BACKGROUND <br />In January 2000, the City agreed by contract with ACFD to provide ALS (paramedic <br />positions) services on all fire and emergency first responder service calls. Since the City <br />contracts its fire and emergency response services with ACFD, a separate Letter of <br />Understanding was also approved. The letter provided the City assurance that the ACFD <br />would continue to follow through with the City's obligation to Alameda County to provide first <br />responder advance life support services. This assurance of ACFD's services is now <br />contained in the FRALS agreement. <br />DISCUSSION <br />Major terms, services, and standards in the agreement include: <br />
