�w City of San Leandro <br />" Meeting Date: October 17, 2011 <br />Staff Report <br />File Number: 11 -194 Agenda Section: CONSENT CALENDAR <br />Agenda Number: 8.G. <br />TO: City Council <br />FROM: Lianne Marshall <br />Interim City Manager /Executive Director <br />BY: Uchenna Udemezue <br />Engineering & Transportation Director <br />FINANCE REVIEW: Not Applicable <br />TITLE: Staff Report for Grant of a Temporary Easement over a Portion of Parcel B of <br />Parcel Map 7568 to the San Francisco Estuary Institute <br />Grants an easement over the western 400 feet of Parcel B of Parcel Map 7568 to the San <br />Francisco Estuary Institute (SFEI) for a period of 10 years to allow for installation, <br />maintenance, and operation of equipment used to monitor the water quality of San Leandro <br />Creek. <br />RECOMMENDATIONS <br />Staff recommends adopting a resolution granting a temporary easement over a portion of <br />Parcel B of Parcel Map 7568 to SFEI. <br />BACKGROUND <br />The San Francisco Regional Water Quality Control Board (Water Board) has jurisdiction <br />over water that is discharged to the San Francisco Bay (Bay), including waters discharged <br />from creeks. The City of San Leandro, along with several other cities and the County of <br />Alameda, jointly holds a permit issued by the Water Board permitting and regulating the <br />discharge of storm water to the Bay. The Water Board seeks to study the origin of pollutants <br />in the Bay and has imposed a requirement upon the permit holders that certain creeks be <br />monitored for concentrations of pollutants. One of the creeks to be monitored is San <br />Leandro Creek. Our co- permitee, Alameda County, has taken the lead role in complying <br />with this monitoring requirement. Alameda County has hired SFEI to install equipment and <br />perform monitoring, and has proposed that the creek be monitored at a point near San <br />Leandro Boulevard. <br />Analysis <br />City of San Leandro Page 1 Printed on 10/11/2011 <br />
