City of San Leandro <br />Meeting Date: February 20, 2018 <br />Staff Report <br />Agenda Section:File Number:18-005 CONSENT CALENDAR <br />Agenda Number:8.F. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Approving a Consulting Services Agreement with <br />Cal Engineering and Geology for the Lake Chabot Road Stabilization, Project <br />2009.0030 <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of an agreement with Cal Engineering and Geology for design of <br />improvements to stabilize Lake Chabot Road for $205,458.00 with maximum change orders of <br />$41,092.00, totaling $246,550.00. <br />BACKGROUND <br />Lake Chabot Road is a two-lane collector that runs east to west above San Leandro Creek near <br />Lake Chabot. Approximately 2,000 linear feet of roadway between Chabot Terrace and Astor <br />Drive shows signs of settlement due to movement of the hillside below the road. <br />A geotechnical investigation was performed by Treadwell and Rollo in 2011 that resulted in <br />recommendations for a concrete stitch pier system to stabilize the hillside as well as drainage <br />improvements to reduce erosion below the road. <br />Analysis <br />Lake Chabot Road is a popular and scenic route from San Leandro to Lake Chabot Regional <br />Park. Design of these improvements is the first step to ensure that Lake Chabot Road remains <br />available for use by the public and will better position the City to receive grant funding for this <br />project. Heavy rain or earthquakes could increase the rate of hillside movement and failure to <br />address the movement of the hillside could eventually result in closure of the road. <br />Proposals for design of the recommended improvements were requested in 2017 and three firms <br />Page 1 City of San Leandro Printed on 2/13/2018 <br />1070
