City of San Leandro <br />Meeting Date: September 17, 2018 <br />Staff Report <br />Agenda Section:File Number:18-383 CONSENT CALENDAR <br />Agenda Number:8.C. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a City of San Leandro City Council Resolution to Award a <br />Construction Contract to Columbia Electric, for $251,267.50 for the Pedestrian <br />Crossings Improvements 2016-2017 Phase 2, Project No. 2017.5600; <br />Authorization for the City Manager to Negotiate and Approve Individual Change <br />Orders Up to 5% of the Original Contract Amount; and Authorization for the City <br />Manager to Negotiate and Approve Cumulative Change Orders up to 15% of the <br />Original Contract Amount, and City Council Approval to Amend the 2018-19 City <br />of San Leandro Adopted Budget <br />SUMMARY AND RECOMMENDATIONS <br />This contract provides for the furnishing and installation of a High-Intensity Activated crossWalK <br />(HAWK) systems and enhanced pedestrian crossing equipment at the intersection of Wicks <br />Boulevard and Burkhart Avenue. <br />Staff recommends that the City Council take the following actions: <br />·Award a construction contract to Columbia Electric in the amount of $251,267.50; <br />·Authorize the City Manager to negotiate and approve individual change orders up to 5%, <br />or $12,564, of the original contract amount; <br />·Authorize the City Manager to negotiate and approve change orders up to a cumulative <br />value not to exceed 15%, or $37,690, of the original contract amount; and <br />·Amend the 2018-19 City of San Leandro Adopted Budget to transfer $340,000 in <br />Measure B Funds from the Street Overlay / Rehabilitation 2018-19 Project to the <br />Pedestrian Crossing Improvement 2016-17 Project Funds. <br />BACKGROUND <br />Staff routinely receives requests from citizens for improvements to crosswalks throughout the City. <br />Based on those requests, staff conducts traffic and pedestrian counts and reviews collision <br />statistics to generate a priority list for installation of painted and enhanced crosswalks.
