City of San Leandro <br />Meeting Date: April 5, 2021 <br />Staff Report <br />Agenda Section:File Number:21-152 CONSENT CALENDAR <br />Agenda Number:8.L. <br />TO:City Council <br />FROM:Fran Robustelli <br />Interim City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:Susan Hsieh <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council to Authorize <br />the City Manager to Negotiate and Execute Amendment No. 2 and Subsequent <br />Amendments with Individual and Cumulative Costs and Expenses of Less than <br />$50,000 to the 1995 Agreement for Maintenance of State Highways in the City of <br />San Leandro between the State of California and the City of San Leandro <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends approval of a resolution authorizing the City Manager to: <br />1) Negotiate and execute Amendment No. 2 to the 1995 Agreement with the State of <br />California (Caltrans) for Maintenance of State Highways in the City of San Leandro to <br />provide access to maintain the existing City-owned sanitary sewer system; and <br />2) Negotiate and execute subsequent Amendments to the 1995 Agreement for Maintenance <br />of State Highways with individual and cumulative costs and expenses of less than <br />$50,000. <br />BACKGROUND <br />The City of San Leandro (“City”) currently has agreements with Caltrans to share maintenance of <br />roadway elements (i.e., sidewalk, lighting, power, etc.) for State highway routes such as Davis <br />Street and East 14th Street located in San Leandro that are under Caltrans’ jurisdiction. The <br />current 1995 Agreement for Maintenance of State Highway and Amendment No. 1 was approved <br />on March 2, 2020; however, the original agreements date back to before the 1960s. <br />The City, in partnership with the Alameda County Transportation Commission (ACTC) has a <br />project to replace the landscaping removed during the I-880 Southbound HOV Lane - South <br />Segment Project at the Davis Street and Marina Boulevard interchanges. The South segment <br />project improvements included freeway widening work to accommodate the new southbound <br />HOV lane and the reconstruction of the Davis Street and Marina Boulevard overcrossings to <br />provide standard vertical clearance over the freeway.
