City of San Leandro <br />City Council <br />Meeting Date: May 19, 2025 <br />Agenda Number: 5.d. <br />Agenda Section: CONSENT CALENDAR <br />File Number: 25-221 <br />File Type: Staff Report <br />Adopt a Resolution to Approve the Human Services Commission’s Funding Recommendations for the <br />Fiscal Years 2025-2026 and 2026-2027 Community Assistance Program (CAP) Grants and Authorizing <br />the City Manager to Execute Grant Agreements with Grant Recipients <br />COUNCIL PRIORITY <br />·Quality of Life <br />·Public Safety <br />·Housing and Homelessness <br />SUMMARY <br />The Community Assistance Program (CAP) allocates $170,000 annually in General Fund support <br />to nonprofit organizations delivering social services to low-income San Leandro residents. To be <br />eligible, proposals must address unmet service needs identified in the City’s Human Services <br />Gap Analysis. For the Fiscal Years 2025-2026 and 2026-2027 (FY2026 - FY2027) CAP cycle, <br />staff identified $300,000 in one-time Fiscal Year 2025 (FY2025) funds to supplement the annual <br />baseline allocation, resulting in a total of $640,000 available for distribution over the two-year <br />period. <br />On December 5, 2024, the Human Services Department issued a Request for Proposals (RFP) <br />for the FY2026 - FY2027 CAP grant cycle. The RFP closed on January 23, 2025, with 20 <br />proposals submitted for consideration. Attachment B provides a summary of applicants, <br />proposed programs, and funding requests. <br />Proposals were evaluated by the Human Services Commission (HSC) and scored out of a <br />maximum of 60 points. Staff compiled Commissioner’s scores, calculated average rankings, and <br />used the results to develop funding recommendations for Commission review and <br />recommendation to City Council for approval. <br />On April 23, 2025 the HSC held a public meeting and recommended that the City Council fund 16 <br />agencies. <br />RECOMMENDATION <br />Staff recommend that the City Council adopt a resolution to approve recommendations from the <br />City of San Leandro Human Services Commission for Community Assistance CAP grants for <br />FY2026 - FY2027 and to authorize the City Manager to negotiate and execute agreements with <br />grant recipients (Attachment A). <br />Page 1 City of San Leandro Printed on 9/4/2025
