the Contractor shall be required to provide service no later than the end of the next business day <br />(excluding Sundays and recognized Holidays). However, in all instances in which Debris Boxes <br />are used for the accumulation of putrescible wastes, service shall be scheduled no less than one <br />(1) time per week. <br />C. Hours of Collection. Collection shall begin no earlier than 3:00 a.m. and shall cease no later <br />than 4:00 p.m. Monday through Saturday except collection shall begin no earlier than 6:00 a.m. or <br />end later than 6:00 p.m. within two hundred (200) feet of residential properties. In the case of an <br />emergency or unforeseen circumstance, collection may be permitted at a time not allowed by this <br />paragraph provided Contractor has obtained written approval by the City Representative. No <br />Collection shall occur on Sundays or Holidays except in a time of emergency, or to maintain a <br />regular schedule due to Holidays recognized by the Contractor. <br />D. Point of Collection. Debris Boxes shall be placed at locations which are mutually agreed upon <br />by the Customer and the Contractor, and which are convenient for collection by the Contractor. <br />Where mutual agreement is not reached, the City Representative shall designate the location. In <br />no case, however, shall a Debris Box be located where it obstructs the travel lane of public right of <br />way. All Debris Boxes shall have reflective stripes and other safety features reasonably <br />determined by the City Representative. <br />4.11 PUBLIC SOLID WASTE AND RECYCLABLE MATERIALS COLLECTION SERVICES <br />A. 5c,_,,, Ope. The Contractor shall provide, at no charge to the City, Solid Waste, Green Waste and <br />Recyclable Materials collection services for all the City Facilities. (See Appendix 2.) Cart, Bin <br />service and collection of public containers is to be provided free of charge. Refuse Debris Box <br />service is to be provided at a twenty percent (20°k) discount from the Rate Schedule. (See Exhibit <br />F.) Green Waste Debris Box service is to be provided free of charge. <br />B. Emer enc Service. The Contractor shall provide emergency services (i.e., special collections, <br />transport, processing, Disposal) at the City's request in the event of a declared local, State, or <br />federal state of emergency, major accidents, disruptions, or natural calamities. The Contractor <br />shall be capable of providing emergency services within four (4) hours of notification by the City, or <br />as soon thereafter as is reasonably practical in light of the circumstances. An emergency number <br />shall be accessible throughout the year, twenty-four (24) hours per day for the City Representative <br />to contact the Contractor. Emergency services shall be provided at Contractor's non-emergency <br />and customary Rates then in effect The Contractor will provide one Debris Box vehicle for <br />emergency services to be available at all times at the Aladdin Street Facility. <br />4.12 OTHER SERVICES, SPECIALIZED SERVICES <br />A. Specialized Services.
