<br />Center-to-Center Program MOD <br /> <br />2 <br /> <br />November 6, 2006 <br /> <br />implementation of the Interim Center-to-Center Program will serve as a roadmap for long-term <br />deployment of the Intelligent Transportation System (ITS) in the region. <br /> <br />The East Bay Smart Corridors Program successfully implemented an advanced transit <br />management system along San Pablo Avenue, known as the San Pablo Avenue Rapid Bus <br />project. The East 14th Street/International Boulevard/Telegraph Avenue Rapid Bus project in <br />San Leandro, Oakland, and Berkeley is currently in the implementation stage. <br /> <br />Analysis <br /> <br />Staff recommends that the City of San Leandro join other agencies in the region by signing <br />Amendment No. 1 to the MOD for the San Francisco Bay Area Interim Center-to-Center <br />Program. Key provisions of the MOD and the Program policy are listed below: <br /> <br />. The MOD does not authorize funding or project effort, nor is it a legally binding contract. <br />Commitments providing for the payment of funds or authorizing specific work are covered <br />under separate agreements <br />. The MOD establishes an Executive Committee composed of one member from the following <br />traffic management agencies: Silicon Valley ITS, SFgo, Tri-Valley, East Bay, Caltrans and <br />the MTC. The Committee's responsibilities include resolving institutional issues, policy <br />differences, or other disagreements that cannot be resolved by the Technical Advisory <br />Committee (T AC), and approving expansion of the Program and System to include other <br />parties <br />. The MOD establishes a T AC composed of staff members from each of the participating <br />agencies and is responsible for the Program's implementation, operation, and maintenance <br />. All parties to the MOD agree to provide the following: ensure compliance with the <br />objectives, requirements, and standards of their agencies; exchange real-time transportation <br />data and video; participate in the pursuit of funding for future phases and on-going operation <br />and maintenance; and for those portions of the system within their boundaries, provide <br />system operation, management, and maintenance <br />. The policy for the exchange of real-time traffic data and real-time video enables, but does not <br />require, the exchange of information with another party, and explicitly prohibits storing <br />(recording) video unless provided for in a separate agreement <br />. The parties are committed to respecting and protecting the privacy of all members of the <br />public. No information about or that is traceable to any individual will be collected, <br />exchanged, stored, or manipulated. All activities will be implemented in a manner consistent <br />with federal and California laws governing an individual's right to privacy <br /> <br />Current City Council Policy <br /> <br />. The City of San Leandro has been active in implementing five out of the seven regional <br />projects along the 1-880 Corridor <br />. The City took the lead, or played a major role, in implementing the following projects: <br />. East 14th Street/International Boulevard Signal Interconnect project <br />. Hesperian Boulevard Signal Interconnect project <br />. Hesperian Boulevard Transit Priority project <br />. 1-880 Inter-modal Study <br />
