Mr. Schock pointed out <br />that the slope of the hillside in the area indicated by Councilmember Santos is steeper <br />and has a cross slope. Ms. Barros added that after the application was filed last year, the <br />site was reviewed and the location of the pads and the tumaround was finalized with the <br />consultation and approval of the Pire Department. Ms. Banos c1arij~ed that the au pair <br />suite. onginally intended for the Applicant's sister, has been converted into <br />uninhabitahle space. <br /> <br />COllncilnlernber Starosciak inquired about the increase in the footprint of the main <br />house. Architect Stephen Glaudemans described the changes to the desili,'ll which <br />resulted in the incrcascd footprint ofthe housc. Councilmember Starosciak asked about <br />the requirernent that no heritage trees or shrubs are to be planted. Mr. Ham commented <br />that the uphill neighbors had expressed concem that no large trees or shrubs be planted <br />which would further block their view of the Bay. Based on discussions with the <br />Applicant any vegetation that is planted will not excecd 18 feet in height. Mr. Horn <br />noted that residents will have the opportunity to review the landscape plans. <br />Council member Starosciak noted it was suggested that the Applicant meet with the <br />neighbors, and that did not happen. She asked how the Council could be assured that <br />the landscape plan review with the neighbors would happen. Mr. I-Tom indicated that <br />staff will ensure that the landscape plan review will occur during the building permit <br />process. eouncilmember Starosciak asked if the soils report gives any evidence of <br />"creep" of the hillside. Mr. Schock stated that both an aerial reconnaissance and field <br />survey were perf()nned by the soils engineer, specifically to look lor evidence of creep <br />or slides. M r. Schock indicated that there are some speci l~c recommendations in the <br />soils analysis for import and compaction of soils to address the issue of creep, which <br />staflwill ensure happens as part of the review process. <br /> <br />Councilmember Nardine pointed out that in 1989, Mr. Langon had expressed concem <br />regarding the drainage on the lot ifit remained vacant, and she asked jfthere have been <br />any drainage issues on the site. Mr. Schock indicated that there were site drainage <br />features installed after 1989, and there have been no drainage issues to his knowledge. <br /> <br />Vice Mayor Grant commented that she walked the proposed site. She pointed out a <br />discrepancy between the revised roof height of 28 feet listed in the staff report and the <br />average roof height of 26 feet listed in the Revised Recommended Conditions or <br />Approval. Ms. Barros indicated tbat the correct roof height should he 28 feet. Vice <br />Mayor Grant asked ie the Conditions of Approval address large satellite dishes. Ms. <br />Barros stated tbat normal-sized satellite dishes are under the jurisdiction or the pee. <br />Vice Mayor Grant pointed out that there is a huge satellite dish on another property in <br />Bay-O- Vista, and she expressed concern that this homeowner may also desire one. Mr. <br />Hom noted that there are legal issues around what the City can regulate with regard to <br />satellite dishes. City Attorney Williarns stated that while there are limitations to the <br />City's ability to regulate satellite dishes, there arc opportunities for the City to regulate <br />them if they obstruct views or if they pose health and safety issues. Vice Mayor Grant <br />corn111ented that the proposed home would not be out of scale with the existing homes. <br />
