<br />A ward Doolittle Entryway <br /> <br />2 <br /> <br />March 5,2007 <br /> <br />Due to the MOD requirements and contracting differences between the agencies, the project was <br />divided into two phases, 98th Avenue to Adams Avenue (Phase 1) and Adams Avenue to Davis <br />Street (Phase 2). <br /> <br />Analysis <br /> <br />The City Council approved the plans and specifications and called for bids on June 19, 2006. <br />The bids were opened on July 24, 2006. No bids were received for Phase 1. <br /> <br />Two bids were received for Phase 2, which were significantly higher than the engineer's <br />estimate. Staff contacted the contractors who purchased the plans but did not bid on the project. <br />All contractors indicated that they were too busy to bid any new projects. The two bidding <br />contractors indicated that their bids would be lower if submitted in the latter part of the year. <br /> <br />On July 31,2006, the City Council rejected all bids. <br /> <br />These projects were rebid and bids were opened on February 6,2007. Three bids were received <br />for each of the two phases. Phase 1 bids range from $1,920,877 to $2,999,946 and Phase 2 bids <br />range from $1,751,530 to $2,449,417. McGuire and Hester was the lowest responsible bidder <br />for both Phase 1 and Phase 2, and both of these bids are below the engineer's estimate. <br /> <br />Current City Council Policy <br /> <br />. On January 16,2001 by Resolution No. 2001-4, the City Council approved the design phase <br />MOD agreement with the City of Oakland <br />. On July 16, 2001 by Resolution No. 2001-116, the City Council approved a design <br />contractual services agreement with John Cahalan Landscape Architect <br />. On January 5, 2004 by Resolution Nos. 2004-007 and 2004-008 respectively, the City <br />Council adopted the construction phase MOD Agreement and City of Oakland Local and <br />Small Local Business program for this project <br />. On May 3, 2004 by Resolution No. 2004-068, the City Council approved a supplemental <br />contractual services agreement with John Cahalan Landscape Architect for design of this <br />project <br />. On December 5, 2005 by Resolution No. 2005-162, the City Council authorized the City <br />Manager to enter into a cooperative agreement between the City and Caltrans relating to this <br />project <br />. On June 19, 2006 by Resolution Nos. 2006-075 and 2006-006RDA , the City Council <br />approved the plans and specifications, called for bids, and authorized the use of <br />Redevelopment funds for the project <br />. On July 31, 2006 by Resolution No. 2006-098, City Council rejected all bids submitted for <br />the project on July 24,2006 <br />
