<br />City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br /> <br />DATE: January 18, 2007 <br /> <br />TO: Board of Zoning Adjustments <br /> <br />FROM: Sally Barros, Planner II <br /> <br />SUBJECT: PLN2006-00043; Proposed residential project with 24 modular-construction <br />townhouses at 15101 Washington Avenue. Proposed amenities include a private <br />roadway, an internal courtyard area, a two-car tandem garage for each unit in an <br />underground structure, and 10 surface guest parking spaces on the rear portion of the <br />site. The site is zoned RM-1800 Residential Multi-Family Zoning District. The <br />applicant would be seeking a Variance for a reduced front setback (10 feet where 15 <br />feet is required in the RM-1800 District); a Variance for the rear required landscape <br />area (less than the required five-foot width planting area within the interior yards); a <br />Parking Exception for the tandem garages; and a Site Plan Review for the design of <br />the site and structures. Assessor's Parcel Number 80H-1515-008-02, 15101 <br />Washington Avenue; 15101 Washington Ave, LLC (applicant and property owner). <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The proposal is to develop the 1. 19-acre subject site with a 24-unit multi-family residential for- <br />sale condominium row-house project, with the use of modular units. All of the townhouse units <br />are proposed as two-story above a partially sub-grade garage structure with 1,285 square feet of <br />living space each. The units would comprise of two bedrooms, an office space, two bathrooms, <br />and an attached two-car tandem garage. As required under the City's Inc1usionary Housing <br />Ordinance, four townhouses will be offered as affordable units. The subject property is on the <br />Washington A venue commercial corridor at the edge of the Washington Manor neighborhood <br />and is zoned RM-1800, Residential Multi-Family Zoning District, with a stated density of 24 <br />units per acre. <br /> <br />In November 2006, the Board of Zoning Adjustments conducted a work session, where the <br />applicant presented preliminary plans and the Board provided comments (see attached meeting <br />minute excerpts). At the work session the Board commented on the proposal and asked questions <br />about the project's site planning, parking, exterior design, and landscape layout. The <br />Commission expressed a consensus that the project's overall scale a.~d design, including the <br />variance for the front setback and tandem parking, was acceptable, but found that the landscape <br />exception for the side and rear yard landscaping was not appropriate given the size of the site. <br />
