<br />The applicant and architect have since refined the plans and prepared final plans for the Board's <br />review. The revised plans only require a minor landscape exception for the rear yard. <br /> <br />Staff review of the revised proposal indicate that the proposed project will be appropriate in scale <br />to the surrounding neighborhood and should have minimal impact on the surrounding <br />neighborhood and that the variances may be granted due to the physical shape of the site. Staff <br />recommends that the Board of Zoning Adjustments make the attached Findings and approve <br />PLN2006-00043, subject to the recommended Conditions of Approval. <br /> <br />APPLICANT'S SUPPORTING STATEMENT <br /> <br />See attached. <br /> <br />BACKGROUND AND SURROUNDING AREA <br /> <br />The subject site encompasses 51,836 square feet (1.19 acres). It is located on the west side of <br />W ashington Avenue, between Beatrice Street and Fargo A venue. The western and northern <br />edges of the subject property border single-family residences that are located on Greer Avenue <br />and Beatrice Street, respectively. The adjacent property to the south is a 36-unit, two-story <br />apartment building. Commercial sites on the east side of Washington Avenue are developed with <br />the GreeILhouse Market shopping center. <br /> <br />The subject property was previously developed with four small buildings, including the Jokers <br />bar and three small residential structures related to a 22-unit mobile home park that had been in <br />operation since the 1950s. The State of California revoked the permit for the mobile home park <br />in 2003 for numerous and on-going violations of State codes. <br /> <br />In 2005, the current property owners purchased the property and proceeded to close the mobile <br />home park, including providing relocation assistance to the existing tenants. The property owner <br />also closed the bar and has cleaned up the site over the last year, permitting the San Leandro <br />Police Department and the Alameda County Fire Department to utilize the abandoned buildings <br />for training purposes. Demolition of the buildings is slated to occur in the next few weeks. <br /> <br />PROPOSAL <br /> <br />Site Plan <br /> <br />The subject property would remain as one parcel, with a condominium "single-lot subdivision" <br />proposed to allow separate air space ownership of the individual townhouses. The Condominium <br />map will be filed with the City at a later date. The common areas (driveways, courtyards and <br />landscaped areas) would be jointly owned by all of the homeowners.
