A Board of Zoning Adjustments work session was held in November 2006 and the Board <br />approved of the project at a public hearing on January 18, 2007. The approval included a <br />Variance, a Parking Exception and a Site Plan Review. The staff report, exhibits and minutes <br />from the January 2007 meeting are attached to this report, for your review. At the time, the <br />applicant indicated that he would be processing the Vesting Tentative Map separately, which <br />is covered by the current application. <br /> <br />. The approved residential project is 24 modular-construction townhouses arranged in two <br />rows of 12 townhouses, with a private courtyard in the interior of the site between the <br />townhouses. All of the townhouse units are two-story, above a concrete garage structure and <br />comprise 1,285 square feet of livable area. All units have two-car tandem garages, accessed <br />from inside the partially submerged garage structure, accessed from the north side of the <br />proj ect. <br /> <br />. Amenities include a private roadway circling the site, decks, landscaping on the perimeter of <br />the building as well as the site, and 10 surface guest parking spaces on the rear portion of the <br />project. Green building is a predominant feature of the project, which was designed by the <br />nationally recognized architect, Michelle Kaufmann. As required under the City's <br />Inclusionary Housing Ordinance, four townhouses will be offered as affordable units. <br /> <br />. The Vesting Tentative Map for the subject property is proposed as a single-lot subdivision, or <br />condominium map, where the existing parcel will be maintained as a single lot and <br />condominium parcels are created for the 24 units and the remaining common space. The <br />common areas (driveways, courtyards and landscaped areas) would be jointly owned by all <br />of the homeowners. A homeowners association would be formed with Covenants, Conditions <br />and Restrictions guiding the maintenance of the common areas. <br /> <br />. On July 26,2007, the Planning Commission held a public hearing on Vesting Tentative Tract <br />Map 7917 and made a motion to forward the item to the City Council with a recommendation <br />for approval, subject to the recommended conditions of approval. <br /> <br />Current City Council Policy <br />Not applicable <br /> <br />Previous City Council Action <br />Not applicable <br /> <br />City Council Committee Review and Action <br />Not applicable <br /> <br />Applicable General Plan Policies <br />General Plan conformity was analyzed previously with the Parking Exception, Variance and Site <br />Plan Review by the Board of Zoning Adjustments at the January 18, 2007 entitlement hearing. <br />The project was found to be consistent with Policy 2.05: Alterations, Additions and Infill; Policy <br />
