<br />X As required by federal, state, and regional programs, conduct monitoring of water <br />quality in San Leandro waterways to evaluate the progress of local clean water <br />programs and identify the necessary steps for improvement (General Plan Policy <br />32.04). <br /> <br />X Encourage the use of porous pavement and other practices to reduce impervious <br />surfaces and the amount of stonnwater runoff from parking lots and driveways <br />(General Plan Policy 32.11). <br /> <br />X Require drainage improvements for new development which ensure that <br />stonnwater runoff is adequately handled both on-site and off-site and which <br />implement state and federal clean water requirements. (General Plan Policy <br />52.06). <br /> <br />Land Use Impacts <br /> <br />Full buildout under the TOD Strategy would change most vacant and underutilized parcels in the <br />Strategy Area to higher-density mixed-use and residential uses. Although much of this infill <br />development would include substantially higher densities in comparison to existing development, <br />the Strategy contains design guidelines that call for sensitive design, including transitions of <br />mass and height between adjacent land uses. Where new land uses are introduced to the Study <br />Area that are not consistent with the General Plan, General Plan Amendments would be required <br />to ensure consistency between the TOD Strategy and the General Plan, as required by State law. <br /> <br />The City of San Leandro finds that, as to the significant effect identified above: <br /> <br />Changes have been required of and incorporated into the project. These changes would <br />substantially lessen the significant environmental effects thereof as identified in the Final EIR. <br /> <br />This finding is based on the fact that the City of San Leandro shall require any new development <br />occurring under the Strategy to incorporate General Plan policies and mitigation measures, as <br />follows: <br /> <br />Miti2ation for Land Use Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce land use impacts: <br /> <br />X Encourage the improvement of small, neighborhood-serving shopping areas as <br />pedestrian-oriented centers with a mix of stores providing goods and services to the <br />surrounding residential neighborhoods (General Plan Policy 2.01). <br /> <br />X Encourage infill development on vacant or underused sites within residential areas <br />(General Plan Policy 3.04). <br /> <br />12 <br />
