<br />Mitie:ation for Utilities and Service System Impacts <br /> <br />Prior to any new development occurring within the TOD Strategy Area, the developer <br />will provide a plan to the City of San Leandro that utilizes all or some combination of the <br />following strategies to reduce utilities and service system impacts: <br /> <br />X Actively promote recycling, composting, and other programs that reduce the amount <br />of solid waste requiring disposal in landfills (General Plan Policy 27.01). <br /> <br />X Promote the efficient use of existing water supplies through a variety of water <br />conservation measures, including the use of recycled water for landscaping (General <br />Plan Policy 27.02) <br /> <br />X Maintain local planning and building standards that encourage the efficient use of <br />water through such measures as low-flow plumbing fixtures and water-saving <br />appliances. Require water conservation measures as a condition of approval for major <br />developments (General Plan Policy 27.04). <br /> <br />X Permit new development only when infrastructure and utilities can be provided to that <br />development without diminishing the quality of service provided to the rest of the <br />City (General Plan Policy 52.01). <br /> <br />X Require future development to pay its fair share of the cost of improving the water, <br />sewer, drainage, and other infrastructure systems needed to serve that development. <br />Use fees and other appropriate forms of mitigation to cover the costs of upgrading <br />public infrastructure (General Plan Policy 52.02). <br /> <br />X Maintain adequate capacity at the San Leandro wastewater treatment plant to <br />accommodate projected levels of growth within the service area and encourage the <br />Oro Lorna Sanitary District to do the same. Support efforts to maintain and/or <br />improve the high quality of treated effluent at both plants and increase the feasibility <br />and cost-effectiveness of using recycled wastewater for non-potable purposes <br />(General Plan Policy 52.05). <br /> <br />X As new development occurs under the TOD Strategy, and the current waste disposal <br />receiving facility at Vasco Road reaches capacity, the City should identifY a permitted <br />landfill facility with adequate capacity to accommodate solid waste disposal needs <br />beyond the year 2015 (TOD Strategy EIR Mitigation Measure UTlL-l). <br /> <br />X Continue the City's sewer replacement program and undertake the scheduled <br />upgrades and other capital improvements needed to accommodate future growth in <br />the City's industrial districts. Adjust sewer replacement priorities as needed based on <br />the location of future development (General Plan Mitigation Measure G3). <br /> <br />II.
