BACKGROUND <br />At the January 2006 work session, the Planning Commission commented and asked questions about <br />the project's site planning and exterior design. The Commission made recommendations related to <br />enhancing the exterior appearance of the project by reducing the height of the three-story home in <br />the rear and by adding a design element to the duplex to reduce its two-story vertical mass. <br />Since the work session with the Planning Commission, the applicant has refined the plans of the <br />three-story home by reducing the height of the building and revising the proportions of the second - <br />and third -floors to a more aesthetically appearing design. In addition, a story -band between the first <br />and second floor of the existing duplex is proposed to lessen the vertical mass of the building. <br />DETAILS OF THE PROPOSAL <br />Site Plan <br />The subject property, comprising two parcels totaling 14,500 square feet, would be subdivided into <br />four smaller parcels each containing a detached residential building. The existing two-story duplex <br />at the front of the property would remain in its existing location. Two new detached two-story units <br />would be situated along the westerly half of the site and a new three-story detached unit would be <br />situated at the northeasterly section of the site behind the existing duplex. A central driveway via <br />Callan Avenue would serve access to the residential units that flank it (see attached exhibits). The <br />driveway would access the attached two -car garages at the ground floor of each residential building <br />and two uncovered parking spaces between the existing duplex and the three-story unit. Decorative <br />paving pattern using individual concrete pavers is proposed for the central driveway and courtyard <br />for the development. New dog-eared redwood fencing is proposed along the perimeter property <br />lines and in between the homes to secure the outdoor yards. The exact sizes of the four individual <br />lot sizes have not yet been determined. <br />The subdivision map would be prepared and processed separately from this application, if <br />ultimately approved by the City Council. The subdivision map would be a Parcel Map application <br />which would go directly to the City Council. <br />Existing Duplex — Proposed Two -Car Garage and Exterior Story -Band <br />The existing duplex is a two-story building compromising approximately 1,950 square feet. At the <br />rear of the duplex four parking spaces including two in a new garage are proposed to comply with <br />the Zoning Code. The only other proposed modification to the duplex is the inclusion of a wood <br />story -band between the first -floor and the second -floor of the front facing and westerly facing <br />elevations. The purpose of this exterior modification is to address the January work session <br />recommendation of the Planning Commission of softening the vertical two-story mass of the <br />duplex. <br />House 1 Plans <br />The proposed detached dwelling at the front of the property is identified as House 1 on the attached <br />plans. It would maintain a 15 -foot setback from the Callan Avenue property line and a six-foot <br />setback from the westerly side property line. It would be set back approximately eight feet from the <br />proposed detached residence behind it (House 2).
