C. Site Improvement Plans for all on-site and off-site improvements shall be approved by the City Engineer prior to the approval of the building permit(s) for the project. All improvements shall be designed and constructed in accordance with the City's Design Standards, Specifications and Standard Plans, unless otherwise specifically approved by the City Engineer. D. Prior to the issuance of the building permit, the Subdivider shall pay Park Development Impact Fee as per Section 800 of Chapter 1 Title VII of San Leandro Municipal Code and Master Fee Schedule. Also, Subdivider shall pay Development Fee for Street Improvement (DFSI), Utility Underground Conversion Fee, Sewer Connection fee and other fees as required by City Ordinances and regulations. E. Design review fees, development impact fees, permit fees, inspection fees, and any other fees charged by the City or other reviewing agencies for the review, approval, permitting and inspection of any necessary public improvements shall be paid by the Developer. F. Prior to the issuance of the building permit, a Development Fee for Street Improvements (DFSI) in the amount of $3,232.92 ($1,077.64 per new single-family residential unit) shall be paid to the City of San Leandro. G. Prior to the issuance of the building permit, an Overhead Utility Conversion Fee in the amount of $3,394.29 shall be paid to the City of San Leandro for the undergrounding of overhead utilities that has been completed on Callan Avenue along the project frontage. H. Prior to the issuance of the building permit, a Park Facilities Development Impact Fee in the amount of $35,471.07 ($11,823.69 per new single-family residential unit) shall be paid to the City of San Leandro. I. Applicant shall remove any broken and uplifted driveway, sidewalk, curb and gutter along the full project frontage and shall construct new City standard driveway, sidewalk, curb and gutter in the same location and alignment as the existing facilities. J. Prior to the issuance of building permits for the project, the Applicant shall obtain encroachment permits from the San Leandro Engineering and Transportation Department for any work that is to be done within the City right-of-way. K. All utilities and services to the new and existing buildings shall be placed underground. L. Sewer cleanouts shall be provided at the property line.
