W. The Applicant shall comply with the provisions of the City's Grading
Ordinance and the Urban Runoff Clean Water Program. The City requires
a grading permit any time more than fifty (50) cubic yards of material is
moved or more than 5,000 square feet is disturbed. The Ordinance requires
that an erosion control and sediment plan be prepared, submitted and
approved by the City prior to issuance of a Grading Permit.
X. The Developer shall provide landscaped backyards to reduce the
impermeable area and to provide a landscape area for filtering at least ten
percent of the roof runoff. The landscaping shall use materials such as
decking, pavers on sand base, lawn or other permeable or filtering
materials. The landscape area shall equal at least 10 percent of the
footprint area of a housing unit.
Y. Stormwater from this site requires treatment. Numeric -sized facilities
should be provided for storm drainage. Urban Runoff Clean Water
Program requires that all runoff be treated to remove sediment and water
borne pollutants prior to discharge into a public facility. Examples of
control measures include, but are not limited to: routing of pavement and
roof runoff through vegetated swales, planter boxes, vegetated filter strips or
landscaped areas in lieu of direct hydraulic connection to the storm drain
system; structural control measures, such as bioretention areas, subsurface
media filters, manufactured treatment controls or other methods that may be
proposed by the applicant and approved by the City Engineer to intercept
and pretreat storm water prior to discharging to the storm drain system.
Examples of appropriate site design features, source control measures and
post -construction stormwater treatment controls can be found on the
Alameda Countywide Clean Water Program (ACCWP) website:
www. c leanwaterpro gram. org.
Z. Runoff from trash enclosures, recycling areas, or similar facilities shall not
discharge to the storm drain system. Trash enclosure areas shall be covered
and designed to avoid run-on or run-off to the trash enclosure area. No
drains shall be installed in the trash enclosure area.
AA. Sidewalks and parking lots shall be swept regularly to minimize the
accumulation of litter and debris. Debris resulting from pressure washing
shall be trapped and collected to prevent entry into the storm drain system.
Wash water containing any soap, cleaning agent or degreaser shall not be
discharged to the storm drain and shall be collected and discharged to the
sanitary sewer or collected and treated prior to being lawfully disposed.
BB. All on-site storm drains must be inspected and cleaned at least once a year
immediately prior to the rainy season. Additional cleaning may be required
by the City Engineer.
CC. Roof drains shall discharge to an unpaved area wherever practicable.
PLN2007-00050 Page 6 of 12
Recommended Conditions of Approval October 11, 2007
