GUIDELINES REGARDING COUNCIL SUPPORT FOR BALLOT <br />MEASURES <br />PURPOSE OF THE GUIDELINES: <br />The purpose of these guidelines is to describe the City Council's policy regarding support <br />for ballot measures on local, state or national matters. <br />GUIDELINES: <br />The City Council as a group will not adopt a formal position in favor of or in opposition <br />to ballot measures that have not been initiated by or sponsored by the City. If the City <br />proposes or co-sponsors as a member of an organization to which the City belongs a <br />ballot measure, the Council may take a formal position in support of such measure. <br />For example, if the Alameda County Mosquito Control District asks the Council to take a <br />position in support of a measure that would increase the assessment level in support of <br />the Mosquito Control District, -this guideline would not allow consideration of that <br />resolution because the City is not a "member" of the Mosquito Control District. <br />However, if the City were to sponsor a General Obligation Bond Issue to finance <br />construction of a municipal facility, propose an amendment to the Business License Tax <br />ordinance changing the Business License tax rates or participate with the League of <br />California Cities an initiative to preserve local government revenues for the use of local <br />governments, the Council may adopt a resolution demonstrating its support for those <br />measures. <br />Nothing in these Guidelines is intended to discourage or inhibit individual council <br />members from expressing their individual support for or opposition to any ballot <br />measure. <br />
