S. Due to the size of this project, both water treatment and hydromodification measures <br />are necessary. Calculations shall be provided that show this water detention facility <br />is adequate to detain and treat storn~water from this site prior to issuance of building <br />permits for this project. Since this project disturbs over one acre of land, a State general Construction <br />Activity Permit shall be obtained. Applicant shall submit a Notice of Intent (NOI) <br />and prepare a Storm Water Pollution Prevention Plan (SWPPP) to the satisfaction of <br />the City Engineer. <br />U. The revised National Pollutant Discharge Elimination System (NPDES) Permit, <br />issued by the San Francisco Regional Water Quality Control Board in February <br />2003, imposed new requirements on developers and local agencies. In addition to <br />requiring developers to install stormwater treatment measures, the Developer shall <br />sign a Stormwater Treatment Measures Maintenance Agreement for the <br />maintenance of the treatment measures in perpetuity. The Agreement shall detail <br />the proposed maintenance activities and the intervals at which they will be <br />conducted for each stormwater treatment measure included in this project. A <br />signed Maintenance Agreement shall be included with the building permit <br />submittal. <br />V. Runoff from trash enclosures, recycling areas, or similar facilities shall not <br />discharge to the storm drain system. Trash enclosure areas shall be covered and <br />designed to avoid run-on to the trash enclosure area. No drain shall be installed <br />within the trash enclosure. Good housekeeping procedures and appropriate <br />dry/spot cleaning best management practices shall be utilized to keep the trash <br />enclosure area clean. <br />W. Sidewalks and parking lots shall be swept regularly to minimize the accumulation <br />of litter and debris. Debris resulting from pressure washing shall be trapped and <br />collected to prevent entry into the stone drain system. Wash water containing any <br />soap, cleaning agent or degreaser shall not be discharged to the storm drain and <br />shall be collected and discharged to the sanitary sewer or collected and treated <br />prior to being lawfully disposed. <br />X. All on-site stone drains shall be cleaned or inspected and, if necessary, cleaned at <br />least once a year immediately prior to the rainy season. Additional cleaning may <br />be required by the City Engineer. <br />Y. Roof drains shall discharge to an unpaved area wherever practicable. <br />Z. If the design of any site improvements requires encroachments onto neighboring <br />properties during construction, written agreements with that property owner(s) <br />Agreement to Conditions September 6, 2007 <br />PLN2007-00040 Page 10 of 16 <br />
