<br />Reduction (NLR) of the home and a post construction interior noise level not to <br />exceed CNEL 45 dB. <br />• Prepare program budget. <br />• Estimate construction costs for bid purposes and review bids and follow up with <br />Letters of Recommendation. <br />• Provide appropriate inspections during construction and post-construction for <br />each home or living unit and determine that all work and materials are in <br />conformance with the Construction Documents when construction is complete. <br />• Submit periodic program progress reports, including noise reduction for each <br />home or living unit, work completed and associated costs. <br />• Prepare final acceptance report. <br />Selection Process <br />On June 12, 2003, the selection committee consisting of representatives of the City, the <br />Port and a west San Leandro community member selected by the City Council Airport <br />Committee reviewed the responses to the RFQ and interviewed the selected finalists. <br />The committee determined that C. Kell-Smith & Associates was the highest rated <br />proposer and recommended that the City enter into formal negotiations. <br />Current City Council Policy <br />Not applicable. <br />Previous City Council Action(s) <br />The City Council has approved a Contract Services Agreement (CSA) for C.Kell-Smith & <br />Associates in January of 2006. This CSA modifies the scope of the January 2006 document. <br />On September 18, 2006, Notice of Completion for the Introductory Phase was accepted by <br />Council. <br />City Council Committee Review and Action <br />The City Council Airport Committee, at its June 24, 2003 meeting, directed staff to negotiate an <br />agreement for consultant's services with C. Kell-Smith & Associates and to bring the final <br />agreement back to the committee for review and consideration. <br />At the November 4, 2003 committee meeting the final agreement was presented for review and <br />consideration by the committee. After reviewing the agreement and public discussion, the <br />committee recommended that agreement be brought before the City Council for approval. <br />
