Reduction (NLR) of the home and a post construction interior noise level not to exceed CNEL 45 dB. • Prepare program budget. • Estimate construction costs for bid purposes and review bids and follow up with Letters of Recommendation. • Provide appropriate inspections during construction and post-construction for each home or living unit and determine that all work and materials are in conformance with the Construction Documents when construction is complete. • Submit periodic program progress reports, including noise reduction for each home or living unit, work completed and associated costs. • Prepare final acceptance report. Selection Process On June 12, 2003, the selection committee consisting of representatives of the City, the Port and a west San Leandro community member selected by the City Council Airport Committee reviewed the responses to the RFQ and interviewed the selected finalists. The committee determined that C. Kell-Smith & Associates was the highest rated proposer and recommended that the City enter into formal negotiations. Current City Council Policy Not applicable. Previous City Council Action(s) The City Council has approved a Contract Services Agreement (CSA) for C.Kell-Smith & Associates in January of 2006. This CSA modifies the scope of the January 2006 document. On September 18, 2006, Notice of Completion for the Introductory Phase was accepted by Council. City Council Committee Review and Action The City Council Airport Committee, at its June 24, 2003 meeting, directed staff to negotiate an agreement for consultant's services with C. Kell-Smith & Associates and to bring the final agreement back to the committee for review and consideration. At the November 4, 2003 committee meeting the final agreement was presented for review and consideration by the committee. After reviewing the agreement and public discussion, the committee recommended that agreement be brought before the City Council for approval.
