East 14~' Underground Ph. 2 2 May 18, 2009 <br />Avenue (Phase 3). Expanding the limits of the current East 14th Street Phase 2 underground <br />project beyond Lillian Avenue northward to the Thornton Street and Maud Avenue intersection <br />will add 7,400 linear feet to the existing district and eliminate all overhead wires on East 14th <br />Street within City limits. <br />The proposed project will encompass 8,8001inear feet of roadway, making it a large underground <br />project. The design and construction phase will require more time than is typical, but ultimately <br />the work will be accomplished quicker than if multiple smaller projects were constructed. The <br />larger project will result in a slight cost savings, as facilities to transition from overhead to <br />underground systems will not be required. <br />The cost of placing utilities underground is shared by the utility companies and the City. PG&E, <br />Comcast, AT&T, and the City will all be responsible for financing their share of the work. The <br />City will need to construct new conduits for the existing streetlight system. Property owners will <br />be responsible for undergrounding their own service laterals. <br />Current City Council Policy <br />Not Applicable <br />Previous City Council Action(s) <br />• On September 16, 1985, by Resolution 1985-232, the City Council adopted the original <br />Underground Utility District Master Plan <br />• On April 14, 1992, by Resolution 1992-97, the City Council adopted the amended <br />Underground Utility District Master Plan <br />• On April 7, 2003, by Resolution 2003-092, the City Council created an Underground Utility <br />District on East 14th extending from 150th Avenue to Lillian Avenue <br />• On May 19, 2008, by Resolution 2008-050, the City Council adopted afive-year project list <br />for underground utility district conversion projects that included East 14th Street from 150th <br />Avenue to San Leandro Boulevard and from San Leandro Boulevard to Thornton <br />Street/Maud Avenue as two distinct projects <br />• On Apri120, 2009, by Resolution 2009-055, the City Council issued a notice of intent to hold <br />a public hearing to amend the existing underground district on East 14th Street to include the <br />segment from San Leandro Boulevard to Thornton Street/Maud Avenue <br />City Council Committee Review and Action <br />The Facilities and Transportation Committee reviewed the five-year project list at its meeting <br />on March 25, 2008 and recommended approval by the City Council <br />Applicable General Plan Policy <br />• General Plan Section 44.05 Street Beautification -City should implement programs to <br />underground utilities along commercial thoroughfares <br />
