Cornerstone — This housing community will be developed by Westlake Development <br />Partners, LLC and BRIDGE Urban Infill Land Development LLC and operated by an <br />affiliated operator. <br />Replacement Parking Garage — The parking garage will be developed by an affiliate of <br />Westlake Development Partners, LLC and upon completion, turned over to a Joint <br />Powers Authority ("JPA"). It is anticipated that the members of the JPA will be BART <br />and the City of San Leandro. The JPA will own and operate the garage as well as operate <br />the BART surface parking lots. The land under the garage will be owned by BART. <br />Cornerstone at San Leandro Crossings <br />Cornerstone at San Leandro Crossings is being planned for Site #1, the BART East Parking Lot. <br />The development will be a Class A, luxury, multi -family rental community which will be <br />mapped for condominium purposes. The community will contain 200 homes based on the <br />following breakdown: <br />8 Studio Units <br />95 1 Bedroom Units <br />97 2 Bedroom Units <br />200 Total Units <br />A unit square footage summary is broken down on page A1.3 of the exhibits. <br />The project will be built as R2 occupancy, Type V-A, 4 -stories residential over S-2 occupancy, <br />Type 1, two-level parking structure, one below grade. The total height of the building will be 60 <br />feet (building code height). <br />The lower level parking structure will contain 226 parking spaces including accessible auto and <br />van spaces. The lower parking level will be secured and restricted to residents only. The ground <br />floor level parking structure will contain 64 parking spaces, including accessible auto and van <br />spaces.. These stalls will be flexible and can be used by residents, resident guests, retail <br />customers, and retail and property management employees. Access to both parking levels will be <br />off West Juana Avenue near Carpentier Street. The garage will be mechanically ventilated. <br />The garage will be surrounded by pedestrian oriented ground floor uses including the main lobby, <br />the leasing center, business center, conference (board) room, approximately 5,000 square feet of <br />neighborhood serving retail space, and ground level residential homes. These ground level <br />homes will have secondary entry doors to the exterior, patios, and stoops and will be located <br />along West Juana Avenue, Carpentier Street, San Leandro Boulevard and the new paseo. All of <br />these ground level homes will be built slightly above grade (approximately 1' to 2') in order to <br />establish a transition zone between the homes and the public street. The primary and ADA access <br />will be provided through an interior corridor that has direct access to the elevators and exterior <br />for exiting purposes. <br />Planning Commission July 9, 2009 <br />Cornerstone at San Leandro Crossings Public Hearing Page 5 of 14 <br />
