^ Records of revenue neutrality payments to the City; <br />^ Records of revenue neutrality payments to the Alameda County Waste Management <br />Authority (Measure D); <br />^ Vehicle list and vehicle replacement schedule; <br />^ Vehicle maintenance records; <br />^ Organizational charts and reporting relationships; <br />^ Job descriptions; <br />^ Absenteeism and leave data; <br />^ Attrition information; <br />^ Customer complaint log; <br />^ Field personnel rosters; <br />^ Employee manuals and/or work rules; <br />^ Regulatory compliance documents (including copies of monthly LEA inspections and <br />BIT inspections); <br />^ Regulatory agency contact information; <br />^ Experience modification factors; <br />^ Worker's compensation and on-the job injury summaries; and <br />^ Historical operating and productivity data. <br />R3 understands the sensitive nature of this data, and will work with ACI at their corporate offices <br />to review the material. <br />Task 1.2 Project Kick-Off Meeting <br />We propose to facilitate a Project Kick-off Meeting with R3 and designated representatives of <br />the City and ACI, as appropriate. This meeting will provide an opportunity to review the project <br />objectives, R3's project approach, schedule and budget, and discuss data availability. Prior to <br />the Project Kick-off Meeting, R3 will prepare an agenda, proposed report and presentation <br />formats, additional data request list (in addition to data requested as part of Task 1.1), and a <br />franchise agreement Compliance Checklist for submittal to the City Staff. We will request that <br />the City review this documentation and work with R3 to prepare the fmal meeting agenda and <br />materials for the Project Kick-off Meeting. <br />We suggest that the Project Kick-off Meeting begin first with R3 and the City Staff; and later <br />invite ACI to join the meeting. This will allow R3 and the City to discuss any outstanding issues <br />regarding the project. <br />Task 1.3 Performance Review <br />The Performance Review will address the following major aspects of ACI's operations: <br />^ Franchise Agreement Compliance Review; <br />^ Collection and Processing Operations Review, <br />^ Management and Administration Review; <br />^ Vehicle Maintenance, Repair, and Replacement Review; and <br />^ Customer Service Review. <br />R3 will utilize a variety of methods in the execution of the Performance Review, including <br />analysis of relevant documents, on-site and field observations, and interviews.
