PLAN DEVELOPMENT <br />The Bikeway and Pedestrian Plan will be developed through a process that includes input from <br />City staff and the general public. Representatives from the general public will form a formal <br />Bicycle and Pedestrian Advisory Committee (BPAC), which will be appointed by the City <br />Council. This group will comment and review the Plan through three (3) BPAC meetings. The <br />Consultant will take the lead in the development of all tasks and products of the Plan, as well as <br />lead the committee discussions. The Consultant will develop working papers and/or graphical <br />displays for the BPAC meetings. City Staff will then take the Plan to the Planning Commission <br />for recommendation and City Council for final approval. <br />TASKS <br />The following list of tasks is intended to assist in the development of the Bikeway and Pedestrian <br />Plan. <br />1) Review Goals, Policies and Programs <br />a) The Consultant will work closely with City Staff to review and update existing bikeway <br />goals, policies and programs; <br />b) The Consultant will review other City planning documents to incorporate pedestrian <br />goals, policies and programs. These other documents include but are not limited to the <br />General Plan, the E. 14`h Street South Area Study, the MacArthur Boulevard Streetscape <br />Study, the Estudillo Avenue Streetscape BART Plan and the Marina Connections Plan. <br />c) The Consultant will recommend additional pedestrian goals, policies and programs. <br />2) Update Background Data and Existing Conditions <br />The Consultant will be responsible for obtaining data sufficient to meet the requirements of <br />the California Bicycle Transportation Act as outlined in the Streets and Highways Code <br />Sections 890-894.2 regarding the contents of bicycle transportation plans. The requirements <br />for bicycle transportation plans include the following elements: <br />a) Estimated number of existing bicycle commuters in the plan area; and <br />i) Estimated increase in the number of bicycle commuters resulting from <br />implementation of the plan; <br />b) Maps and descriptions for following information: <br />i) Existing and proposed land use and settlement patterns including, but not limited to, <br />locations of residential neighborhoods, schools, shopping centers, public buildings, <br />and major employment centers; <br />ii) Existing and proposed bikeways; <br />iii) Existing and proposed end-of--trip bicycle parking facilities. These shall include, but <br />not be limited to, parking at schools, shopping centers, public buildings, and major <br />employment centers; <br />iv) Existing and proposed bicycle transportation and parking facilities for connections <br />with and use of other transportation modes. These shall include, but not be limited to, <br />parking facilities at transit stops, rail and transit terminals, ferry docks and landings, <br />Contractual Services Agreement Page 4 of 20 <br />Revised 5-02 <br />
