I-880/Washington Ave. Interchange Improvements (ACTIA 11) <br />Acceptance of Work 3 June 21, 2010 <br />• On June 4, 2007, by Resolution 2007-075, the City Council authorized the City Manager to <br />execute an easement agreement with Safeway fora 132.5 square foot portion of property at <br />699 Lewelling Boulevard <br />• On May 5, 2008, by Resolution 2008-046, the City Council approved the plans and <br />specifications and called for bids on the I-880/Washington Avenue Interchange <br />Improvements project <br />• On September 2, 2008, by Resolution 2008-109, the City Council rejected the bids from the <br />June 24, 2008 bid opening on the I-880/Washington Avenue Interchange Improvements <br />project <br />• On May 21, 2008, by Resolution 2007-070, the City Council authorized the City Manager to <br />execute Program Supplement Agreement No. 009-N to the Master Federal Aid Agreement <br />that accepted federal funding and obligated the City to provide matching funds for the <br />Washington Avenue Overlay project <br />• On November 3, 2008, by Resolution 2008-136, the City Council approved the plans and <br />specifications and called for bids on the I-880/Washington Avenue Interchange <br />Improvements project <br />• On February 2, 2009, by Resolution 2009-008, the City Council awarded a construction <br />contract to Bay Cities Paving and Grading <br />Applicable General Plan Policy <br />This project is consistent with General Plan Action Item No. 16.04: Traffic Flow <br />Improvements <br />The project is consistent with General Plan, Item No. 20.05: Coordination with Caltrans <br />Environmental Review <br />A California Environmental Quality Act (CEQA) categorical exemption was filed by the City <br />on September 30, 2005 for the ACTIA-funded improvements <br />A federal environmental clearance under the National Environmental Policy Act (NEPA) <br />was approved by the State of California Department of Transportation (Caltrans) Local <br />Assistance for the federally-funded overlay work <br />Code Compliance Review <br />• Encroachment permits were obtained from Caltrans for work within its right of way. A City <br />electrical permit was obtained for work in the City's right of way <br />Summary Of Public Outreach Efforts <br />• At a Town Hall Meeting on March 19, 2002, residents rejected the proposed Caltrans option <br />to close Beatrice Street <br />• Public Meeting on April 30, 2003 presented a variety of alternatives for the subject project <br />developed in cooperation with the City <br />• Update notices were sent to residents in October 2002, March 2003 and May 2003 <br />• Presentation to Washington Homeowners Association on February 13, 2008 <br />
