CITY OF SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND HR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> ensure that its policies are still relevant. For the implementing actions, it will <br /> be important to identify those that have already been completed,those that are <br /> on-going,and those yet to be initiated. <br /> • Second, the audit will include a review of recent planning documents to <br /> identify potential land use, transportation, urban design, economic <br /> development, resource preservation, and community service directives that <br /> should be incorporated into the General Plan. This would include a review of <br /> the Downtown TOD Strategy, the Shoreline Development Master Plan, the <br /> Climate Action Plan, the Complete Streets Resolution, the Next Generation <br /> Workplace District Study,and similar documents. <br /> • Third, this audit will set the stage for a targeted economic analysis. Strategic <br /> Economics will review the relevant existing studies listed above, and other <br /> information that may be available regarding San Leandro's goals and objectives <br /> for the City's major commercial/mixed use districts. Following this review, <br /> Strategic Economics will meet with City staff, including staff from Planning, <br /> Economic Development, and, as appropriate, Public Works, to discuss what <br /> the existing information tells the City about how it might need to rethink <br /> certain aspects of the General Plan. Strategic Economics will also discuss with <br /> City staff how the targeted economic assessment (see task below) will be <br /> structured to reconcile area-based goals with both short term market <br /> conditions and longer term economic trends. The audit will clarify how the <br /> General Plan can and should respond to longer term trends while still <br /> supporting goals that the community has already identified. <br /> In addition, Barry Miller will review recent development project EIRs (Including <br /> Kaiser's), plans for large sites, and other printed and digital materials which could <br /> inform the planning process. Batty Miller will also review County and regional <br /> planning documents with implications for future land use and transportation <br /> decisions,including Plan Bay Area. In addition,Barry will identify policy"gaps"on <br /> topics where planning guidance does not currently exist. This will include topics <br /> which have been added to the General Plan legislative requirements since the 1992 <br /> Plan was adopted, such as complete streets requirements and Native American <br /> consultation, and topics which are not covered in the existing Plan but are of <br /> interest to residents (e.g.,sustainability,greenhouse gas (GHG) reduction,siting of <br /> wireless communication facilities,etc.) <br /> The product of this effort will be a comprehensive inventory of potential policies <br /> and implementation programs to be integrated into an updated General Plan.
