C I T Y O F SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND HR <br /> R <br /> E X H I B I T A: S C O P E O F WORK AND COSTS <br /> 2.6 Focused Outreach to Stakeholder Groups <br /> Based on our prior experience with the 2002 General Plan and the 2011 Housing <br /> Element, it is recommended that the outreach strategy include direct meetings with <br /> existing community organizations in San Leandro. These organizations include <br /> various Homeowners Associations, the Chamber of Commerce, neighborhood <br /> groups, and others, such as the South Area Business Association Council, Friends <br /> of San Leandro Creek, and Building Futures. Utilizing the City's existing "civic <br /> infrastructure" may ultimately be a more cost-effective way of reaching the <br /> community than holding large General Plan workshops. Surlene Grant of CCP will <br /> assist in identifying and reaching out to specific groups. Barry \filler will be the <br /> primary team member attending these meetings, as he was during the 1999-2002 <br /> Update. The communication strategy developed in Task 2.1 might identify <br /> additional tasks to be performed as part of this task. <br /> 2.7 Resident Outreach Meetings <br /> Some residents will be very interested in what is going on in their community but <br /> will not necessarily be a member of any of the organized stakeholder interest <br /> groups targeted in Task 2.6. In order to bring a broad spectrum of new voices into <br /> the process, Barry Miller and CCP will organize up to six strategically timed <br /> informational meetings where people can learn about the process and how to get <br /> involved, whether through face-to-face meetings or online engagement. <br /> Preliminarily, these meetings could include meetings at the Senior Community <br /> Center or meetings in language- specific formats (such as a Spanish-only meeting <br /> held immediately after mass at St. Leander or St. Feicitas). We also recommend <br /> one to two Youth Roundtables, incorporating the Youth Advisory Council and <br /> middle- or high-school students, contacting teachers to encourage them to <br /> incorporate the process into a civic curriculum or offer extra credit for students <br /> who participate. <br /> Task 3. Policy and Plan "Audit' <br /> Barry Miller and Strategic Economics will conduct an "audit"of the City's existing <br /> planning policies and planning documents. This task has three components <br /> • First,it will include a systematic review of all policies and programs in the 2002 <br /> General Plan to determine which should be carried forward,edited,or deleted. <br /> It is our understanding that the City's primary objective is to "fine tune" its <br /> existing Plan and move the time horizon forward, rather than to start from <br /> scratch.
