CITY OF SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND EIR <br /> E X H I B I T A: S C O P E O F WORK AND COSTS <br /> The updated demographic information will provide the "Setting" section of the <br /> General Plan EIR chapter on Population and Housing,and will provide the overall <br /> context for planning within the General Plan document. To the extent feasible, <br /> this task will position the City to use the "streamlined" approach offered by HCD <br /> in its update of the Needs Assessment in the 2011 Housing Element. However, <br /> because the new Element will use 2010 Census data, and more current American <br /> Community Survey data,it is expected that most of the content will still be new. <br /> 4.2 Targeted Economic Data <br /> This analysis will focus on providing key strategic information about San Leandro's <br /> core advantages and potential disadvantages,allowing the City to evaluate its goals <br /> and objectives for each major commercial/mixed use district within the context of <br /> broader real estate market conditions and long-term economic trends. Strategic <br /> Economics and Barry Miller will work closely with City staff and decisionmakcrs to <br /> use this information and evaluation to identify General Plan revisions that will <br /> strengthen support for community objectives. The results of the analysis might <br /> also suggest other kinds of interventions, outside of the General Plan, to leverage <br /> unique market strengths like the Lit San Leandro network. In addition, this <br /> information will be invaluable for establishing strong linkages between the City's <br /> land use goals and policies, transportation infrastructure investments, and other <br /> implementation priorities. <br /> Strategic Economics will evaluate: short term market trends by product type and <br /> sub-area; employment trends by subarea (as appropriate); the northern Alameda <br /> County "regional" market; and employment/demographic trend data. This <br /> quantitative data evaluation will be augmented with key informant interviews, <br /> including real estate brokers,developers,and businesses representing key industries <br /> in San Leandro. However, based on the results of Task 4.1 above, other data <br /> sources may be added, as feasible, or the emphasis of the analysis may shift, <br /> depending on the City's priorities. <br /> The background report to be produced as the end product for this task will provide <br /> both general findings regarding San Leandro's economic niche and market <br /> conditions, and also specific recommendations for revisions to the Land Use <br /> Element, other existing Elements, or, if desired by the City, a new Economic <br /> Development Element.
