C I T Y O F SAN L E A N D R O <br /> SAN LEANDRO GENERAL PLAN UPDATE AND EIR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> changes and shifts that have occurred over the past 12 years. Barry Miller(and City <br /> employee Scott Gilliland)compiled this data in 1999-2000 and Barry Miller still has <br /> the paper and the electronic files created during that time. Summary text will be <br /> prepared to analyze land use patterns, land use conflicts, land use compatibility <br /> issues, and development trends in the City. The text will include a discussion of <br /> "opportunity sites" and key development issues, with a focus on those areas <br /> highlighted in the 2002 Plan (such as East 14th Street, the area around the two <br /> BART stations,and the"SOMAR"area east of 1-880). This task also will include a <br /> review of development regulations in the City,including the subdivision regulations <br /> and the zoning ordinance. This will help provide the basis for revising the <br /> Constraints analysis for the San Leandro Housing Element. The land use data will <br /> provide the"Setting"section of the General Plan EIR chapter on Land Use. <br /> 4.4 Transportation Data <br /> Kittelson & Associates would take the lead role in this task. Kittelson will review <br /> all the relevant documents to identify existing and planned transportation and <br /> circulation issues and improvements, including regional documents like the RTP, <br /> Alameda CTC Countywide Plan, and Alameda CTC Complete Streets Guidelines, <br /> as well as local studies for the Kaiser Medical Center, Downtown TPD Strategy, <br /> Shoreline EIR, and Bicycle and Pedestrian Master Plan. Kittelson will begin by <br /> reviewing existing documents, including the current Transportation Element and <br /> 2002 General Plan EIR, the more recent TOD Plan and EIR, and the Shoreline <br /> Development Master Plan and EIR. Barry Miller will play a supporting role in this <br /> process, documenting relevant transportation planning issues, such as parking and <br /> traffic calming. <br /> Kittelson will consolidate all existing traffic count data,including City and Caltrans <br /> sources. Based on a review of these counts, Kittelson will identify new data <br /> collection needs that, when combined with "usable" existing counts, can properly <br /> reflect the existing condition of the City's transportation infrastructure. For the <br /> state highway system, Kittelson will use the most recent published traffic volume <br /> data from Caltrans for all applicable state facilities (1-880, 1-580, East 14th Street, <br /> Davis Street and Doolittle Drive north of Davis Street), including PENS data. <br /> Use of this published data will obviate the need to collect new data for applicable <br /> state highway segments. Kittelson will prepare a memorandum listing the <br /> recommended data collection needs by location and the justification for the counts <br /> (e.g., age of existing count, needed for model validation, etc.) to City staff for <br /> review and approval. <br /> THE PLANNING CENTER I DC&E 13 <br /> MARCH 3,2014 <br />
