CITY OF SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND EIR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> additional count data to supplement the intersection counts described above. <br /> Consultant will develop a baseline LOS for each mode that can be used to inform <br /> policies on Complete Streets and MMLOS. Consultant will then conduct the same <br /> analysis for the 2035 Proposed General Plan project to identify changes in multi- <br /> modal LOS for each mode. <br /> Kittclson will prepare a narrative report on existing transportation and mobility <br /> conditions in San Leandro. As appropriate, Barry Miller will contribute to this <br /> report to document other transportation issues which may be covered in the <br /> General Plan. This will include documentation of 2010 Census (or American <br /> Community Survey) data pertaining to travel habits and auto ownership in San <br /> Leandro,including number of vehicles per household,journey to work,and median <br /> commute time. This information is important in determining the need for <br /> programs for persons without access to a car, as well as public transit and para- <br /> • transit. <br /> 4.5 Park, Recreation,and Open Space Data <br /> Barry Miller and The Planning Center I DC&E will prepare an overview of park, <br /> recreation, and open space conditions in the city. The overview will build on the <br /> summary previously prepared for the 2002 General Plan, updated to address <br /> current conditions and issues. The update will rely on field observations, <br /> information from City staff, and information from relevant plans and budget <br /> documents. The data collected here will be utilized for the EIR and also will <br /> provide the foundation for updating the "parks/open space" section of General <br /> Plan Chapter 5,Open Space,Conservation,and Parks. <br /> The narrative will include a discussion of park facilities, underserved areas and <br /> underrepresented facility types,and planned improvements. It will also include an <br /> overview of recreational programs and unmet needs. The text will address the role <br /> of facilities outside the city limits and the importance of facilities operated by other <br /> entities,including the East Bay Regional Park District (EBRPD) (Oyster Bay,Lake <br /> Chabot,etc.). Current efforts to manage and plan for local open space areas will be <br /> described. Joint use agreements between the City and the two school districts also <br /> will be addressed. Facilities will be mapped to provide context for the reader. <br /> 4.6 Conservation Data <br /> The Planning Center I DC&E and Environmental Collaborative will collect data <br /> necessary to support the"Conservation"portion of the Open Space,Conservation, <br /> THE PLANNING CENTER I DCBE 16 <br /> MARCH 3.2014 <br />
