C I T Y O f S A N L E A N D R O <br /> SAN LEANDRO GENERAL PLAN UPDATE AND EIR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> groundwater quality will be coordinated with the hazards and hazardous materials <br /> analysis. <br /> Other data relevant to the Element also will be documented. This would include <br /> data on energy and mineral resources. <br /> 4.7 Sustainability Initiatives Inventory <br /> The 2002 General Plan incorporated sustainability principles, but did not include <br /> detailed information on local sustainability initiatives (since such initiatives had not <br /> yet been developed). The use of sustainability as an organizing planning principle <br /> has evolved in the last decade and now warrants greater coverage in the General <br /> Plan Update. We recommend that this be achieved by weaving sustainability <br /> principles throughout the General Plan as a unifying theme or"thread." <br /> To lay the groundwork for sustainability policies, Barry Miller will document <br /> existing sustainability initiatives in San Leandro, including the Climate Action Plan. <br /> Narrative text will be drafted on the City's waste reduction and recycling programs, <br /> water and energy conservation programs, green building efforts, environmental <br /> education programs, and urban forestry and community gardening initiatives. <br /> Related land use and transportation initiatives (including bicycle and pedestrian <br /> improvements and land use or zoning strategies to reduce auto dependency)will be <br /> documented. <br /> 4.8 Environmental Hazards Data <br /> Data necessary to support the Environmental Hazards Element of the General <br /> Plan (Chapter 6)will be collected. The starting point for this overview will be.the <br /> existing 2002 General Plan and its accompanying EIR. Plans and EIRs prepared <br /> since 2002 also will be consulted. This task also corresponds to the "Setting" <br /> sections of the General Plan EIR chapters addressing geologic hazards and <br /> hazardous materials. Flooding,landslides,and emergency preparedness will also be <br /> addressed (separate tasks have been proposed for other environmental hazards <br /> topics,including noise data/analysis and air quality data/analysis;see Tasks 4.9 and <br /> 4.10). <br /> The Planning Center I DC&E will provide a description of existing geologic <br /> conditions in the city,relying on information from recent geotechnical reports and <br /> studies, including the 2002 Plan and more recent planning studies. Soil conditions <br /> (including erosion hazards and shrink-swell potential) will be described. Potential <br /> earthquake sources will be evaluated.
