CITY OF SAN LEANDRO <br /> S A N L E A N D R O G E N E R A L P L A N U P D A T E A N D E I R <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> Hayward Fault, it will be essential to address the potential for ground failure, <br /> ground shaking,liquefaction,and other geologic hazards. <br /> The Planning Center I DC&E also will review available environmental databases to <br /> describe known and potential subsurface contamination in the city and the <br /> immediate vicinity, including leaking underground storage tanks. Development in <br /> areas with known or potential contamination could pose a threat to human health <br /> and/or the environment if the materials are not properly identified and managed. <br /> Hazardous materials storage, handling, and transportation issues also will be <br /> addressed. <br /> The Planning Center I DC&F_will discuss the extent of and likely risks associated <br /> with hazardous building materials. We will identify any hazards to navigable <br /> airspace associated with airports. Additionally, we will describe emergency <br /> response and evacuation plans for the City and evaluate the risk of loss of life or <br /> property damage associated with wildland fires and flooding. Federal, State, and <br /> local plans,laws,and regulations will also be described. <br /> 4.9 Noise Data <br /> The Planning Center I DC&E will review the existing Noise Element of the General <br /> Plan, review aerial photography,•and collect ambient noise level measurements to <br /> document the existing noise conditions in the city. Ambient noise monitoring will <br /> include a combination of short-and long-term noise measurements to be taken at <br /> up to 16 locations in San Leandro. These locations,envisioned to consist of three <br /> long-term (24-hour) and thirteen short-term (typically, 15 minutes) monitoring <br /> sites, will be selected by the consultant in coordination with City staff to identify <br /> and quantify the major roadway noise sources, including the I-580 and 1-880 <br /> freeways, primary City arterials, and aircraft over-flights from Oakland <br /> International Airport. The focus will be on the key sites identified for housing <br /> development opportunities. <br /> A 2014 noise contour map will be prepared based upon the data collected during <br /> the noise monitoring survey and traffic data provided by Kittelson. The existing <br /> conditions summary will also discuss applicable thresholds for ground vibration. <br /> 4.10 Air Quality and Greenhouse Gases Data <br /> The Planning Center I DC&E will describe current air quality within the San <br /> Francisco Bay Area Air Basin (Air Basin) in the vicinity of San Leandro, existing <br /> levels of criteria air pollutants available from the nearest air quality monitoring <br /> station, and a summary of regulations adopted to reduce health-based impacts <br /> THE PLANNING CENTER I DC&E 19 <br /> MARCH 3,2014 <br />
