CITY OF SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND HR <br /> E X H I B I T A: S C O P E O F WORK AND COSTS <br /> associated with poor air quality.This assessment will also identify major sources of <br /> air pollution, recommended buffer distances based on the Bay Area Air Quality <br /> Management District's (BAAQMD) screening tools, CARB guidance, and the <br /> California Air Pollution Control Officer's Association (CAPCOA) guidance, and <br /> identification of areas where new sensitive land uses would require additional <br /> recommendations to reduce risk. <br /> The Planning Center I DC&E will review data collected through the City's Climate <br /> Action Plan and recent EIRs regarding existing and projected GF-IG emissions in <br /> the city. In order to ensure internal consistency within the General Plan EIR, we <br /> will include a community GHG emissions inventory for existing (CEQA baseline) <br /> environmental conditions and GHG emissions at the General Plan Horizon year <br /> (assumed to be 2035). The GHG inventory for CEQA baseline and buildout will <br /> be modeled using the latest modeling tools (e.g., EMFAC, CaIEEMod, <br /> OFFROAD). The boundaries of the community-wide GFIG emissions inventories <br /> will be based on a combination of sectors under the City's control. For example, <br /> the transportation sector will be based on vehicles miles traveled (\' fl)generated <br /> by trips that start or end in the City and exclude trips that pass through the City. <br /> 4.11 Community Design Inventory <br /> Barry Miller and The Planning Center I DC&E will prepare an updated summary <br /> of existing urban design and aesthetic conditions in San Leandro, using the <br /> inventory in the 2002 General Plan as the starting point. This will provide the basis <br /> for updating community design policies (General Plan Chapter 7) as well as the <br /> Aesthetics and Visual chapter of the EIR. This task will include an updated <br /> inventory of the city's defining visual and urban design characteristics, including <br /> important views and vistas. <br /> Barry Miller prepared a very detailed visual survey and characterization of San <br /> Leandro's neighborhoods as part of the 2002 Plan. This information will be <br /> updated based on land use changes and new development over the last 12 years. <br /> Different architectural styles and design features of the city will once again be <br /> documented, as they were in 2002, and important aesthetic qualities of public <br /> spaces and streets will be noted. This task also will include a summary of the City's <br /> design review program, including design review requirements and the guidelines <br /> used by the City to evaluate additions, alterations, and new construction. <br /> Important and emerging community design issues will be documented, providing <br /> the basis for new policies. <br /> THE PLANNING CENTER I OGRE 20 <br /> MARCH 3.2014 <br />
