Zoning <br /> regulations, such as minimum lot size standards, maximum densities, lot coverage <br /> requirements, height limits,and use permit requirements, will be addressed, just as <br /> they were in the 2007-14 Element. Consistent with Stare law, the analysis will also <br /> address constraints to particular housing types, including second units, emergency <br /> shelters,SROs,and transitional housing. <br /> This task will also look at the building and permitting process in San Leandro, <br /> including factors such as processing times, locally unique building code standards, <br /> fees(compared to other cities),and site improvement requirements. Design review <br /> and subdivision standards also will be reviewed. <br /> Non-governmental constraints will be assessed as part of this task. These include <br /> the availability of infrastructure, traffic congestion, school capacity, and <br /> environmental constraints. Financial constraints also will be considered. This <br /> includes land and construction costs, and issues surrounding financing and <br /> mortgage lending practices. <br /> In the event the City uses the streamlined approach to updating its Housing <br /> Element, this task will use the existing Housing Element constraints chapter as its <br /> baseline,with redlining added to note edits and changes. <br /> 7.6 Prepare Goals,Policies,and Quantified Objectives <br /> Barry Miller will prepare the goals,objectives, and policies for the revised Housing <br /> • <br /> Element. The 2007-2014 numerical objectives will need to be replaced with new <br /> numerical targets, and the action programs will need to be updated to cover the <br /> 2015-2022 period. Existing policies will be carried forward to the greatest extent <br /> possible, taking advantage of the fact that the City's existing Housing Element was <br /> certified less than three years ago. Where feasible and appropriate,new policies will <br /> be added to address emerging housing issues and other issues that may have been <br /> raised during the General Plan Update process. <br /> 7.7 Prepare Action Program <br /> Implementing actions and programs will be developed to achieve the goals and <br /> objectives identified in Task 7.6. Again, many of these actions and programs are <br /> expected to be carried forward from the 2007-14 Element.
