The appropriateness of existing <br /> policies and action programs will be determined, and recommendations will be <br /> made for improving the existing Element's effectiveness. The effects of new or <br /> pending legislation also will be considered. City staff will be responsible for <br /> providing quantitative and qualitative feedback on the effectiveness of existing <br /> policies and action programs. <br /> 7.3 Prepare Needs Assessment <br /> This task will essentially restate the baseline conditions narrative prepared in Task <br /> 4.1 using the Housing Element format. The Needs Assessment will provide the <br /> reader with a basic understanding of the major demographic and housing <br /> characteristics of the city. Trends in population age, ethnicity, income, household <br /> type and size, tenure, total numbers of units, and housing affordability will be <br /> documented. Overpayment and overcrowding also will be analyzed. The report <br /> will also cover the characteristics of persons with special housing needs, including <br /> the elderly, disabled, homeless, farmworkers, single parents, and those with <br /> extremely low incomes. <br /> This task will also assess the City's efforts to conserve any subsidized housing at <br /> risk of converting to market rate, and the level of risk associated with expiring <br /> subsidies during the planning period. It will also review residential energy <br /> conservation measures, particularly efforts to reduce energy costs for lower income <br /> households. It will summarize the City's efforts to comply with the Fair Housing <br /> Act. <br /> 7.4 Prepare Inventory of Adequate Sites <br /> Barry Miller will complete the State-mandated adequate sites analysis. The starting <br /> point for this analysis will be the 2007-2014 inventory. Each of the listed sites will <br /> be field-checked to determine if it they are still available,and to update information <br /> on General Plan designation based on the new Land Use Map. Additional sites will <br /> be added to the inventory as appropriate. Sites will be characterized based on their <br /> ability to support different densities of development, to ensure that the City can <br /> meet its low and very low R.HNA targets. Barry Miller will coordinate directly with <br /> City staff to conduct any needed GIS analysis and to prepare maps of the available <br /> sites. <br /> The product of this task will be an updated Excel data base that lists all sites in <br /> rows, with attributes in columns. Among the attributes will be mailing address, <br /> Assessor Parcel Number, General Plan and Zoning designations, existing use, <br /> maximum potential units per acre, realistic number of potential units, and any <br /> issues or constraints associated with reuse. <br /> THE PLANNING CENTER I DC&E 30 <br /> MARCH 3.2014 <br />
