C I T Y O F SAN LEANDRO <br /> S A N LEANDRO G E N E R A L P L A N U P D A T E A N D E I R <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> section will draw on standards and objectives described in City and EBRPD <br /> documents, including any master plans for existing City or regional parks. The <br /> Planning Center I DC&E will utilize the existing conditions data collected in Task <br /> 4 to describe the existing recreation setting within the City. Based on the recreation <br /> significance criteria, The Planning Center I DC&E will assess potential parks and <br /> recreation impacts. If necessary, mitigation measures in the form of policy <br /> recommendations will be listed to reduce impacts to less-than-significant levels. <br /> n. Traffic/Transportation <br /> Kittelson & Associates will evaluate traffic and transportation impacts. The <br /> existing traffic and transportation setting will be described, based on the same <br /> information compiled in Task 4. Kittelson will then provide an analysis of future <br /> transportation conditions, and will identify necessary mitigation measures. The <br /> analysis will focus on the same intersections, street segments, and pedestrian- <br /> bicycle focus areas analyzed in the General Plan Existing Conditions analysis. Land <br /> use assumptions on a parcel-specific basis will be obtained for any sites that could <br /> accommodate new/ intensified development in the city. The trip generation rates <br /> to be applied to the various categories of development will be detailed, including <br /> deductions to account for mixed use and TOD. <br /> The traffic impact analysis for the EIR will be coordinated with City staff and to <br /> the extent possible maintain consistency with the assumptions and methodologies <br /> used in recent F_IRs, including the Kaiser Medical Center EIR, the Shoreline <br /> Development EIR,and other studies recently conducted in San Leandro. <br /> Much of the technical analysis necessary to support the General Plan EIR will be <br /> conducted as part of developing the Circulation Element. Specifically, the EIR <br /> analysis will use the roadway diagrams representing future roadway and ultimate <br /> right-of-way requirements to accommodate the future growth. For purposes of the <br /> EIR, potential deficiencies in the circulation system will be evaluated using the <br /> thresholds of significance from the draft Circulation Element. Potential circulation <br /> deficiencies resulting from the implementation of the General Plan will be <br /> identified and mitigation measures will be prescribed to minimize potentially <br /> significant impacts. <br /> The scope assumes that a detailed quantitative analysis of two scenarios will be <br /> included in the EIR. The first scenario will evaluate the baseline impacts as if no- <br /> project were adopted and the second scenario will be the final preferred Project <br /> alternative for the General Plan Update.
