CITY OF SAN LEANDRO <br /> SAN LEANDRO GENERAL PLAN UPDATE AND LIR <br /> EXHIBIT A: SCOPE OF WORK AND COSTS <br /> will be identified. Recommendations will be made for any improvements that <br /> would be needed in order to maintain acceptable intersection operation according <br /> to the criteria established in the Transportation Element. <br /> o. Utilities and Service Systems <br /> The Utilities analysis will utilize the findings of the data collection and analysis <br /> work in Task 4 to describe and assess potential impacts of the General Plan Update <br /> on utility services. This will include a description of existing utility and service <br /> systems within the city,including current operations,capacity,and facility locations. <br /> Based on the utility and service systems significance criteria, The Planning <br /> Center I DC&E will assess potential impacts. If necessary, new or modified <br /> General Plan policies will be recommended to reduce impacts to a less-than- <br /> significant level. <br /> 8.5 Alternatives Analysis <br /> The Planning Center I DC&E and Kittelson will evaluate up to three alternatives <br /> to the proposed project, one of which will be the CEQA-required No Project <br /> Alternative. The alternatives will be based in part on the various land use scenarios <br /> the City considers as part of the General Plan Update process. According to the <br /> CEQA Guidelines,alternatives can be evaluated in less detail than the project;thus, <br /> we propose that the alternatives analysis in the EIR be undertaken at a qualitative <br /> level. Alternatives can be a key issue of community concern. Therefore, the <br /> discussion will be of sufficient detail to evaluate the benefits and drawbacks of each <br /> alternative, and to provide some qualitative conclusions regarding the alternatives. <br /> The discussion will include a comparison of potential trip generation for each <br /> alternative compared to the preferred Project . It is expected that the two <br /> alternatives will primarily be land use variations, but may include some circulation <br /> variations. No level of service analysis will be conducted for the two alternative <br /> scenarios. Based on this analysis, the Environmentally Superior Alternative will be <br /> identified(as required by CEQA). <br /> 8.6 Document CEQA-Required Assessment Conclusions <br /> The Planning Center I DC&E will prepare the appropriate conclusions to fulfill <br /> CEQA requirements by providing an assessment of unavoidable significant <br /> environmental impacts; significant irreversible environmental changes; relationship <br /> between local short-term uses of the environment and long-term productivity; and <br /> effects found not to be significant: <br /> THE PLANNING CENTER I DC&E 42 <br /> MARCH 3.2W 4 <br />
